Federal funding has been approved for Phase 1 only (Executive Drive to Sussex Creek segment); Phase 2 is contingent on a BUILD Grant, and subsequent phases depend on future federal funding availability.
The scope encompasses the complete facility development process across multiple jurisdictions—the Villages of Sussex, Lisbon, and Menomonee Falls, and the City of Brookfield—and requires preparation of design study reports, preliminary and final plans, Plans, Specifications & Estimates (PS&E) documents, environmental documentation (EA, EIS, or ER), right-of-way plats, traffic and utility studies, surveys, soils investigations, and agency coordination. The consultant must comply with WisDOT Construction and Materials Manual, Facilities Development Manual, LRFD Bridge Manual, and Standard Specifications for Highway and Structure Construction. Key deliverables include a project kickoff by November 1, 2026, progressing through 30% and 60% preliminary design phases, three public involvement meetings, utility and railroad coordination, final PS&E submission by May 1, 2031, and construction letting in Fall 2031. The consultant is responsible for environmental assessments including hazardous materials Phase 1 and Phase 2 evaluations, Section 4(f) and 6(f) assessments, historical and archaeological surveys with National Register eligibility determinations, noise and air quality analyses, and wetland mitigation plans.
The contract is structured as a cost-reimbursement agreement with compensation limited to allowable costs under 48 CFR Part 31 and WisDOT policy. Insurance requirements include Commercial General Liability, Worker's Compensation, Commercial Automobile Liability, and Architect/Engineer Professional Liability coverage at $1 million each. Disadvantaged Business Enterprise participation is required. Proposals must be submitted electronically through Waukesha County's Bonfire Purchasing Portal and must include a completed RFQ Signature Page acknowledging receipt of both Amendment 1 and Amendment 2.
