May 5, 2026
I. INTRODUCTION
The Waukesha County Department of Public Works (“the Sponsor”) is interested in obtaining the services of an engineering/design consulting firm (“the Consultant”) for the facility development process. The process will result in the design and preparation of preliminary and final plans, PS&E documents, and reports, for the modernization and expansion of the CTH K Corridor between CTH JK and Brookfield Road in the Villages of Sussex, Lisbon, Menomonee Falls and the City of Brookfield (“the Project”). Waukesha County has received federal funding approval for Phase 1 (Executive Drive to Sussex Creek) of the corridor expansion and modernization. The county has applied for a federal BUILD grant for Phase 2A (Quarry Corners Parkway to Roberta Drive) of the corridor expansion and modernization. A decision on the federal BUILD grant funding will occur in June 2026. Subject to the BUILD grant funding, Waukesha County may combine Phase 1 and Phase 2A into a single contract. The scope and limits of the Phase 1 and Phase 2A environmental document will be determined after the decision on the federal BUILD grant. The scope and limits of the environmental document will be finalized through coordination with WisDOT and FHWA and will be determined during contract scoping. Waukesha County may use this RFQ to make selections for additional/future project segments on the CTH K Corridor between CTH JK and Brookfield Road. The selected consulting firm will complete the facility development process, design and preparation of preliminary and final plan, PS&E documents, and reports for the Project under three-party contracts.
A Request for Qualifications (RFQ) from the engineering/design firm will be reviewed in order to evaluate, rank and select one (1) firm for the services of the Project and additional/future projects as funding is awarded and as determined by Waukesha County.
The design and construction phases of this project will be funded by federal and county funds and will be reviewed by the Wisconsin Department of Transportation (WisDOT) and Waukesha County Department of Public Works. Brett Wallace, P.E.
will serve as project manager for Waukesha County.
Waukesha County, with assistance from WisDOT, will scope and negotiate with the selected Consultant to enter into a Local Program Three-Party Design Engineering Services contract to provide all necessary project work (‘the Contract”). Waukesha County may make selections for additional/future project segments from this RFQ and will scope and negotiate separate contracts at the time of awarded funding.
The contracts using the Wisconsin Department of Transportation's (WisDOT) three-party form will be signed by the successful respondent, the State of Wisconsin, and Waukesha County.
II. PROJECT DESCRIPTION
Waukesha County, CTH K (Executive Drive to Sussex Creek), Phase 1
CTH K (Lisbon Road) between Executive Drive and Sussex Creek is a 45/50-mph, 2-lane rural principal arterial that has a 2024 AADT of 14,450. The project limits are in the Village of Lisbon and Village of Sussex.
CTH K (Lisbon Road) is a partially developed corridor with adjacent land use consisting of agricultural, low density residential, commercial, extractive (quarries), industrial, recreational and wetlands. The project corridor supports heavy trucking and has a heavy vehicle daily rate of 8% with midday peaks over 20% (based on October 2024 traffic counts).
Waukesha County has conducted a preliminary scoping study for the CTH K (Lisbon Road) corridor between CTH JK (Lynndale Road) and Brookfield Road which included public involvement and state agency coordination. The proposed project limits (Executive Drive to Sussex Creek) were included in the scoping study.
Waukesha County is planning to reconstruct and expand CTH K (Lisbon Road) between CTH JK (Lynndale Road) and Brookfield Road in segments, based upon the outcomes from the scoping study. The proposed project between Executive Drive and Sussex Creek is the first phase of the multi-segment corridor expansion project. The proposed project is a logical extension of the existing 4-lane facility between Business Drive, WIS 164 and Executive Drive.
The current plan for segment implementation is as follows:
1. Executive Drive to Sussex Creek, STP-M (2026-2031)
2. Sussex Creek to Roberta Drive, BUILD Grant (FFY 2026) *
RFQ Document, Page 2 of 12
3. Roberta Drive to CTH Y (Lannon Road)
4. CTH JK (Lynndale Road) to Business Drive
5. CTH Y (Lannon Road) to Brookfield Road *Sussex Creek to Roberta Drive BUILD Grant is subject to 80%/20% cost share. Segments, project limits, and phasing may change depending on BUILD Grant application and award. Supplemental STP-M funding may be requested to support segment project costs and BUILD Grant.
The Purpose and Need for the project are:
The purpose of the project is to reconstruct, expand and modernize CTH K (Lisbon Road) with a facility that improves traffic operations and safety for motorists; accommodates truck traffic, adjacent business use and demand, and planned land use/growth; addresses the pavement condition; and integrates existing/planned multimodal uses.
The need for future improvements is demonstrated through a combination of factors that include:
· Safety
· Traffic capacity and operations
· Local transportation and land use planning
· Pavement deterioration
· Multimodal needs
The CTH K (Lisbon Road) corridor has a segment crash rate (2020-2024) of 285.34, which is 3.4 times the statewide average. The KAB rate is 57.7, which is 3 times the statewide average. There were 4 fatal crashes and 9 serious injury crashes within the proposed project limits (Executive Drive to Sussex Creek) between 2018-2022.
The existing asphalt pavement section was built in 1961 as part of a Wisconsin State Highway Commission project and is in poor condition. The most recent pavement rehabilitation occurred in 2009, which included asphalt pavement milling and 2-inch overlay. Existing visible pavement distresses include significant longitudinal and transverse cracking, rutting, edge raveling, alligator cracking, patching and potholes. The existing average PASER rating is 5 within the project limits. The existing pavement structure will be 70-years old at the planned time of construction. Although the existing PASER rating is 5, the age of the pavement structure supports predictive increases in age related pavement distresses, compounded by the high volume of heavy truck traffic.
The proposed improvement would reconstruct and expand 1.2-miles of CTH K (Lisbon Road) between Executive Drive and Sussex Creek to a 4-lane transitional divided cross section with an urban median and Design Class UA2 standards.
Waukesha County anticipates constructing a new facility with concrete pavement to better accommodate the heavy truck traffic. A new drainage system will be constructed as part of the project including storm sewer, ditches, and transverse culverts. The west construction limit will match into the existing 4-lane section at Executive Drive.
The project will construct a new modern roundabout at the intersection of Maple Avenue. Maple Avenue is an important Village of Sussex north-south street that connects CTH K (Lisbon Road) to CTH VV (Silver Spring Road) in downtown Sussex, carrying 2,100 vehicles per day. The Maple Avenue intersection has an unusually high percentage of fatal/injury crashes at 44%, including two fatal intersection crashes between 2018-2022. Additionally, there were 13 midblock crashes within the project limits. The high number of midblock crashes can be attributed to lack of maneuverability along the corridor due to high traffic volumes, high truck volumes and a high number of access points. Existing Level of Service at the stop-controlled intersection are LOS F in the AM and PM peak hours for the southbound movement and LOS E in the PM peak hours for the northbound movement. The south leg of the intersection services heavy truck traffic for the Lannon Stone south quarry and the Stark Paving asphalt batch plant. Converting the existing 2-way stop-controlled intersection to a modern roundabout has strong public support and will provide a dramatic improvement to safety and traffic operations.
The number of heavy trucks in the traffic stream affects traffic operations (LOS) and safety. Heavy trucks have slower operating speeds, acceleration rates and deceleration rates. They occupy more roadway space and require more turning room. These factors cause heavy trucks to have a greater impact on operations than passenger vehicles. The current average daily truck percentage in the entire corridor is approximately 8%. Roadway counts along the corridor showed 13-hour truck volumes between 670 and 1,800 trucks. The average peak hour truck volume between County JK (Lynndale Road) and County Y (Lannon Road) is 105 trucks during the morning peak hour, 110 trucks during the mid-day peak hour, and 55 trucks during the afternoon peak hour. Truck volumes are highest and have the greatest impact near the quarries (between Swan Road and County V/Town Line Road). Trucks enter and leave County K (Lisbon Road) in this area where the roadway is one lane in each direction. Through directional traffic often needs to slow along the corridor behind turning, accelerating or decelerating trucks. Increasing highway capacity along CTH K (Lisbon Road) will be an effective solution to mitigate the numerous safety and operational issues that exist today, including impacts caused by heavy truck traffic.
RFQ Document, Page 3 of 12
Waukesha County is coordinating the project with the Village of Lisbon and Sussex. Both communities are requesting improvements for bike and pedestrian facilities. The project proposes extending sidewalks from Executive Drive to Swan Road and constructing a new 10-foot shared use path on the north side of CTH K (Lisbon Road) between Swan Road and Quarry Road.
Utility relocations will be required to accommodate the proposed improvements and will be coordinated to avoid conflicts with the construction schedule.
Land Acquisition will be required to accommodate highway expansion, intersection improvements, culvert extensions, drainage improvements, utility accommodation, and establish Waukesha County’s adopted highway widths, per Waukesha County Code, Chapter 15 and Wisconsin State Statutes §66.1031.
Waukesha County has evaluated the project using WisDOT’s local program scheduling tool and is confident that we can deliver the project for 2031 construction. We believe that we can achieve substantial construction completion in the 2031 construction season and establish full 4-lane roadway capacity with limited carryover work related to finishing items.
Waukesha County is applying for a FFY 2026 BUILD Grant for the CTH K (Lisbon Road) segment to the east, between Sussex Creek and Roberta Drive. If we receive a BUILD Grant Award, both projects will be coordinated during the NEPA, design, and construction phases of the projects.
The proposed capacity expansion is consistent with SEWRPC’s Vision 2050 Transportation Plan.
Waukesha County, CTH K (Sussex Creek to Roberta Drive), Phase 2A & 2B
CTH K (Lisbon Road) between Sussex Creek and Roberta Drive is a 45/50-mph, 2-lane rural principal arterial that has a 2025 AADT of 14,600. The project limits are in the Village of Lisbon.

Waukesha County is planning to reconstruct and expand CTH K (Lisbon Road) between CTH JK (Lynndale Road) and Brookfield Road in segments, based upon the outcomes from the scoping study. The proposed project between Sussex Creek to Roberta Drive is one of the phases of the multi-segment corridor expansion project. The proposed project is a critical component of the overall highway expansion plan due to the existing safety issues, poor traffic operations, very poor pavement conditions and the myriad of problems created by the existing Canadian National Railroad at-grade crossing.

There were 38 serious injury crashes and 1 fatality within the proposed project limits (Sussex Creek to Roberta Drive) between 2020-2024.
The existing asphalt pavement section was built in 1962 as part of a Wisconsin State Highway Commission project and is in poor condition. The most recent pavement rehabilitation occurred in 2009, which included asphalt pavement milling and 2-inch overlay. Existing visible pavement distresses include significant longitudinal and transverse cracking, rutting, edge raveling, alligator cracking, severe deflection, patching and potholes. The existing average PASER rating is 3 within the project limits.
The proposed improvement would reconstruct and expand 1.2-miles of CTH K (Lisbon Road) between Sussex Creek to Roberta Drive to a 4-lane transitional divided cross section with urban median and Design Class UA2 standards. Waukesha County anticipates constructing a new facility with concrete pavement to better accommodate the heavy truck traffic. A new drainage system will be constructed as part of the project including storm sewer and transverse culverts. The west construction limit will match into the existing 2-lane section at Sussex Creek.
The project will construct a new grade separation at the Canadian National Railroad (CNRR) crossing and implement access management improvements identified during the preliminary scoping study to eliminate left turns between CTH F and the CNRR crossing and improve safety and operations. To accomplish the access-related safety and operations changes, Duplainville Road will be realigned and connected to the existing Quarry Corners Parkway. Access will be maintained to Lannon Stone and All Ways Topsoil through the construction of a new access road under CTH K and adjacent to the CNRR.
To continue providing accommodation to the west and north, a new traffic signal with intersection improvements will be constructed at CTH F and Lindsay Road 3,500 feet south of CTH K.
The CNRR crossing along CTH K causes significant user delay due to the 34 trains that pass daily. In 2025, the daily vehicle delay ranges from 41 to 63 hours, equating to a delay of 0.210 to 0.323 minutes per vehicle. By 2055, with increased CTH K traffic volumes, increased CNRR train volumes (38 trains/day) and no grade separation, daily delays are projected to rise to 74 to 160 hours, or a delay of 0.298 to 0.644 minutes per vehicle. These delays create substantial annual vehicle operation costs. Over a 30-year period, the average user delay cost is approximately $74.9 million. Therefore, a new grade separation is a productive solution to alleviate operational, safety, and economic impacts.
The project would build new structures over the Sussex Creek and the Lannon Stone Quarry Road. The new structures would accommodate changes in roadway geometry and the expanded 4-lane transitional cross section.
The intersection of CTH K (Lisbon Road) and CTH F (Waukesha Avenue) will be reconstructed to meet 2055 traffic operations as part of the project scope.
Waukesha County is coordinating the project with the Village of Lisbon. The village is evaluating future multi-modal needs based on the project coordination during the preliminary scoping study and is requesting improvements for bike and pedestrian facilities. The new railroad overpass will include a 10-foot shared use accommodation to provide a safe bike and pedestrian connection across the CNRR. Further coordination with the Village of Lisbon and City of Pewaukee will be conducted during the NEPA/Preliminary Engineering phase of the project to determine connectivity, which may include a Duplainville Road connection to the proposed City of Pewaukee Bike Plan Off Road Facility. Further coordination with the Villages of Lisbon and Menomonee Falls will also be completed to finalize bike and pedestrian accommodation between the CNRR overpass and CTH V (Town Line Road). The Village of Menomonee Falls has requested extensions of shared use paths between CTH Y (Lannon Road) and CTH V (Town Line Road), which will be included in the Roberta Drive to CTH Y (Lannon Road) project segment. The proposed bike and pedestrian improvements will include consideration of shared use path connection between the CNRR overpass and Roberta Drive.

Land Acquisition will be required to accommodate highway expansion, intersection improvements, structure construction, constructing the new railroad grade separation, drainage improvements, utility accommodation, and establish Waukesha County’s adopted highway widths, per Waukesha County Code, Chapter 15 and Wisconsin State Statutes §66.1031.
Waukesha County anticipates the need for 22 parcel acquisitions for FEE and TLE and up to 4 property relocations. Final determination of real estate impacts will be made during the NEPA/PE phase of the project.
Waukesha County has evaluated the project using WisDOT’s local program scheduling tool and is confident that we can deliver the project for 2031 construction start. We anticipate the project to be a 2-year construction duration, and we believe that we can achieve substantial construction completion in the 2032 construction season and establish full 4-lane roadway capacity with limited carryover work related to finishing items.
Waukesha County is applying for a FFY 2026 BUILD Grant for the CTH K (Lisbon Road) grade separation of the CNRR portion of the project. If we receive a BUILD Grant Award, the STP-M funding requirement will be reduced.
Waukesha County, CTH K (Roberta Drive to Westridge Drive), Phase 3
CTH K (Lisbon Road) between Roberta Drive and Westridge Drive is a 50-mph, 2-lane rural principal arterial that has a 2025 AADT of 9,100. The project corridor has 2055 forecasted AADT of between 15,000 and 18,500. The project limits are in the Villages of Lisbon; Menomonee Falls and the City of Brookfield.

The CTH K (Lisbon Road) corridor has a segment crash rate (2020-2024) of 285.34, which is 3.4 times the statewide average. The KAB rate is 57.7, which is 3 times the statewide average. There were 11 serious injury crashes within the proposed project limits (Roberta Drive to Westridge Drive) between 2020-2024.
The existing asphalt pavement section was built in 1962 as part of a Wisconsin State Highway Commission project and is in poor condition. The most recent pavement rehabilitation occurred in 2009, which included asphalt pavement milling and 2-inch overlay. Existing visible pavement distresses include longitudinal and transverse cracking, deflection, rutting, surface raveling, severe edge raveling, alligator cracking, and severe patching and potholes. The existing average PASER rating is between 4 and 6 within the project limits.
The proposed improvement would reconstruct and expand 1.7-miles of CTH K (Lisbon Road) between Roberta Drive to Westridge Drive to a 4-lane transitional divided cross section with an urban median and Design Class UA2 standards.
Waukesha County anticipates constructing a new facility with concrete pavement to better accommodate the heavy truck traffic. A new drainage system will be constructed as part of the project including storm sewer and transverse culverts.
The project will construct a new modern roundabout at the intersections of CTH V (Town Line Road) and at CTH Y (Lannon Road). CTH V (Town Line Road) and CTH Y (Lannon Road) are important north-south highways that connect CTH K (Lisbon Road) to other principal arterials in northern Waukesha County and southern Washington County. CTH V (Town Line Road) and CTH Y (Lannon Road) carry 9,900 and 3,400 vehicles per day. Furthermore, the projected 2055 AADT within the project limits is between 14,000 and 18,500. The high number of crashes along the corridor and project limits can be attributed to lack of maneuverability due to high traffic volumes, high truck volumes and a high number of access points.
Existing Level of Service at the stop-controlled intersection are LOS F in the AM and PM peak hours for the southbound movement and LOS E in the PM peak hours for the northbound movement. Converting the existing signalized intersections to modern roundabouts has strong public support and will provide a dramatic improvement to safety and traffic operations.
The CTH K (Lisbon Road) and CTH Y (Lannon Road) intersection has an intersection crash rate of 1.38 crashes per million entering vehicles. There were 24 total crashes between 2020-2024, including 9 injury crashes. Motorists that are traveling southbound on CTH Y (Lannon Road) appear to be having difficulty judging gaps in traffic on CTH K (Lisbon Road). The existing intersection also has an exaggerated offset north-south roadway alignment, which could be contributing to misjudgments of vehicles entering or crossing CTH K (Lisbon Road). Upgrading the intersection to a roundabout will address the existing crash problems.
Waukesha County is coordinating the project with the Villages of Lisbon; Menomonee Falls and the City of Brookfield. The communities are requesting improvements for bike and pedestrian facilities. The project proposes constructing a new 10-foot shared use path from Roberta Drive to Westridge Drive, connecting to existing shared use facilities to the east of CTH Y (Lannon Road).

Land Acquisition will be required to accommodate highway expansion, intersection improvements, culvert extensions, drainage improvements, utility accommodation, and establish Waukesha County’s adopted highway widths, per Waukesha County Code, Chapter 15 and Wisconsin State Statutes §66.1031. Land acquisition impacts will be split evenly between the north and south sides of the project limits where appropriate. Land impacts will prioritize avoidance of natural and built environments. Waukesha County anticipates 40 parcels of FEE and TLE acquisition and 2 parcels of relocation.
