About this opportunity
The California State Lands Commission issued RFQ 2025-14 for audiovisual services to support Commission meetings held in Sacramento County and San Francisco City. The procurement seeks a qualified vendor to provide comprehensive gavel-to-gavel audiovisual support for hybrid and virtual public meetings conducted via Zoom Webinar, including live internet webstreaming (webcasting) services and video documentation for archival purposes. Deliverables include operation of a minimum of four robotic pan/tilt/zoom HD 1080p video cameras and one stationary camera, a minimum of ten microphones (table, podium, and at least one handheld wireless microphone), and electronic minutes with indexed video content linked to meeting agendas, presentations, staff communications, public testimony, and votes. The contractor must provide compressed video archives with electronic minutes indexing, raw video files, MP3 audio files on USBs, presentations, and closed captioning transcripts available for download. Approximately six regular bi-monthly meetings are scheduled annually, with potential for additional special meetings or training workshops, with most meetings occurring in Sacramento but potentially at other statewide locations with advance notice. The contract term runs three years from June 1, 2026 through May 31, 2029. Vendors must demonstrate a minimum of three years' experience providing audiovisual support for hybrid or virtual meetings, live streaming capabilities in multiple audio and video formats, and proficiency managing hybrid and virtual meetings using the Zoom Webinar platform. Critical deadlines include written questions due March 2, 2026, Commission responses by March 11, 2026, quote submissions due March 24, 2026 at 1:00 PM Pacific Time, technical evaluation on March 31, 2026, cost opening on April 1, 2026, and anticipated contract award on April 8, 2026. Evaluation criteria allocate 70 points to technical requirements (50 points for experience and qualifications, 20 points for capacity to perform) and 30 points to cost, with the lowest cost bidder receiving full cost points. Contractor liability insurance must maintain a minimum of $1,000,000 per occurrence commercial general liability and automobile liability coverage, and $1,000,000 workers' compensation insurance.
Small business vendors are eligible for a 5% bid preference if certified by the State of California, and non-small businesses are eligible for a 5% preference if committing to at least 25% California-certified small business subcontractor participation. The RFQ makes no reference to incumbent contractors or existing service providers. Bidders must submit sealed proposals separating cost information from technical proposals and include all required attachments such as signed cover sheets, cost sheets, technical narratives, three customer experience references, bidder declarations, payee data records, and certifications. The contractor must provide all necessary labor, equipment, software, and materials, including multi-camera video production systems, audio equipment, Zoom Webinar licenses, and optional services such as closed captioning, language interpretation, Spanish closed captioning, overflow room facilitation, and alternate internet connectivity available at additional cost. No specific contract value or budget range is disclosed in the solicitation documents. All bidder offers remain valid for forty-five calendar days following the submission deadline, and the State reserves the right to award a single contract and intends to make contract award within forty-five days of the scheduled award date.
