RFQ 2025-14 Commission Meeting AV Services Summary

This Request for Quotation (RFQ) issued by the California State Lands Commission seeks qualified vendors to provide comprehensive audiovisual services for state commission meetings. The solicitation requires gavel-to-gavel audiovisual support for hybrid and virtual public meetings conducted via Zoom Webinar, live internet webstreaming (webcasting), and video documentation for archival purposes. The Commission typically schedules six regular bi-monthly meetings annually, though special meetings may be held and occasional cancellations occur. Vendors must have a minimum of three years' experience providing high-quality audiovisual support for hybrid or virtual meetings, live streaming in multiple audio and video formats, and proficiency managing meetings using the Zoom Webinar platform. Written questions are due by March 2, 2026, with the Commission's responses provided by March 11, 2026. Quote submissions must be received by March 24, 2026 at 1:00 PM Pacific Time, with technical evaluation occurring on March 31, 2026, cost opening on April 1, 2026, and contract award anticipated on April 8, 2026. The contract term is three years, commencing June 1, 2026 through May 31, 2029, with the selected contractor required to have venue access no later than four hours before each meeting.

Bidders must submit sealed proposals separating cost information from technical proposals and must include all required attachments including signed cover sheets, cost sheets, technical narratives, three customer experience references, bidder declarations, payee data records, and certifications. Evaluation criteria allocate 70 points to technical requirements (50 points for experience and qualifications, 20 points for capacity to perform) and 30 points to cost, with the lowest cost bidder receiving full cost points. Small business bidders are eligible for a 5% preference if certified, and non-small businesses claiming at least 25% California-certified small business subcontractor participation are also eligible for a 5% preference. The contract will be a single award to the responsive and responsible bidder with the highest combined technical and cost score. Contractor liability insurance must be maintained at a minimum of $1,000,000 per occurrence, and workers' compensation insurance is required. The contractor must provide all necessary labor, equipment, software, and materials, including multi-camera video production systems, audio equipment, microphones, presentation systems, and Zoom Webinar licenses, along with optional services such as closed captioning, interpreter integration, overflow room facilitation, and language-specific services available at additional cost.

REQUIREMENTS

You are invited to review and respond to this Request for Quote (RFQ) for IT Services, entitled California State Lands Commission, RFQ 2025-14 Commission Meeting Audio Visual (AV) Services. In submitting your quote, you must comply with the instructions found herein. The services required are detailed in the Scope of Work, Exhibit A. Please read the included model contract documents carefully.

The term of this agreement will be for a period of three (3) years from June 1, 2026 – May 31, 2029.

Quotes must be received no later than the date and time specified on the face of this RFQ and in Section I. General Information, C Key Action Dates.

I. GENERAL INFORMATION

A. PURPOSE, GOALS, AND SCOPE OF WORK

Established in 1938, the California State Lands Commission (Commission) is composed of the Lieutenant Governor, the State Controller, and the Governor’s Director of Finance. The Commission is primarily a land and resource trust manager. It manages approximately 4 million acres of California's sovereign public trust lands and resources that were received upon admission into the Union in 1850. It also manages other lands that the federal government conveyed to the state (commonly known as school lands) and oversees the management of public trust lands legislatively granted in trust to over 70 local jurisdictions. The Commission also enforces the protections of the Public Trust Doctrine, the State’s property rights, and important environmental quality and marine pollution prevention laws.

The purpose of this RFQ is to contract with an outside contractor to provide gavel-to-gavel audiovisual support for both hybrid and virtual public meetings over Zoom Webinar, live internet web streaming (webcasting) services, and video documentation for archive of Commission meetings. Meetings are currently scheduled for a single day.

There are typically six meetings scheduled per year; however, it is possible that special meetings may be held, in addition to the regular bi-monthly meeting. Meetings may also be cancelled; however, this is not common. It is also possible that training workshops or other meetings may be held in addition to the public Commission meetings that require audiovisual support and video documentation. Vendors that have current experience providing audiovisual support for hybrid or virtual meetings, live streaming of meeting content, in both audio and multiple video formats, and experience in managing hybrid and virtual meetings using the Zoom Webinar platform, are invited to respond.

The period of performance for this contract is three (3) years.

See Attachment 9 – Sample Standard Agreement for the detailed Purpose, Goals, and Scope of Work (SOW) that the awarded contractor will perform and the terms of the contract that may be awarded as a result of this solicitation.

H. RFQ RESPONSE CONTENT

Responsive Bidder

A bid response that is compliant without material deviation from the solicitation requirements and the terms and conditions of the proposed contract. A deviation is material if the Commission determines that the Bidder’s Bid is not in substantial accord with the solicitation requirements, or has a potentially significant effect on the delivery, quantity, or quality of deliverables, amount paid to the supplier, or on the cost to the State. Material deviations cannot be waived. The Commission may waive immaterial deviations and the bid may be evaluated when considered to be in the best interest of the State. Immaterial deviations are inconsequential variances, which carry little or no importance and do not provide a bidder with any material advantage over other bidders.

Waiver of an immaterial deviation shall in no way modify the Bid requirements or excuse the selected bidder from full compliance with the terms and conditions of the proposed contract provisions. (State Contracting Manual Section 1404.3)

A Bid may be deemed non-responsive and subsequently rejected if any of the following occurs:

(i) At any time, a submission is received after the exact time and date set forth in Key Action Dates for receipt of each submission.

(ii) The bidder fails to meet any of the eligibility requirements as specified in Minimum Qualifications.

(iii) The bidder fails to submit or fails to complete, and sign required Attachments as instructed in this RFQ.

(iv) The submission contains false, inaccurate, or misleading statements or references.

(v) The bidder is unwilling or unable to fully comply with the proposed contract provisions.

(vi) The bidder supplies conditional cost information, incomplete cost information, or cost information containing unsigned/uninitiated alterations or irregularities.

Responsible Bidder

A Bidder who submits a Responsive Bid and who possesses the qualifications, experience, facilities, reputation, and financial resources necessary to perform the contract at the time of contract award.

a) The Evaluation Criteria is different and distinct from the Methodology for Point

Calculation. The Methodology section details how the Evaluation Committee will score each Evaluation Criterion with 10 being the highest score and 1 the lowest score.

b) These 1-10 scores are then translated into points which are calculated based on the individual criterion’s weight.

c) For example, if a Bidder is scored 5 out of 10 by the Evaluation Committee in the Experience and Qualification criterion, they will receive 50% of the 50 points available, or 25 points in this Evaluation Criterion.

3. Cost (30 points)

Each vendor must complete the Cost Sheet (Attachment 2). Evaluation of cost points will be based on the total cost for Table B-1: Required Tasks in the Cost Sheet (Attachment 2). The vendor who has the lowest total cost will be awarded the full 30 cost points.

Each bidders cost score will be calculated based on the ratio of the lowest cost proposal to the bidders cost, multiplied by the maximum number of cost points available (30) as shown in the calculation below:

Lowest Total Cost Bid __________________ X Total cost points available

Bidder Total Cost

California State Lands Commission Page 12 of 38

Fractional points will be rounded to two decimal points.

Example: To help illustrate this process, refer to table below, for an example of the cost score calculation process with a total of 60 cost points available. Cost figures in the example below explain the calculations and have no other significance.

The following example is provided for illustrative purposes only. Actual point values applied in this RFQ are those identified in the Evaluation Criteria above

Cost Evaluation and Scoring Methodology Example

Bidder Grand Total Cost Calculation Cost Points Awarded

A $400,000 $300,000 X 60

$400,000

B $350,000 $300,000 X 60

51.43 $350,000

C $300,000 $300,000 X 60

$300,000

Bidder Technical Score Cost Score Total Points Awarded A 72 45 117.00 B 68 51.43 119.43 C 76 60 136.00

In this case the highest scored bid from Bidder C would be the intended awardee.

5. Tie-breaker In the event of a tie in total evaluated score, the Bidder with the higher technical score will be ranked higher. If a tie remains, the State may apply additional evaluation criteria identified in this RFQ or take other action consistent with the State Contracting Manual to determine final ranking Bidder
