About this opportunity

The Atlanta Regional Commission (ARC) is requesting proposals for the design, supply, implementation, and ongoing support of an enterprise-class Backup, Recovery, and Disaster Recovery (BR/DR) solution under RFP744, with proposals due August 14, 2026, and a questions deadline of July 24, 2026. Site registration and application approval must be completed prior to proposal submission.

ARC serves an 11-county Atlanta metropolitan area and explicitly excludes Backup as a Service (BaaS) or Disaster Recovery as a Service (DRaaS) models; the awardee must supply and implement the solution but not assume ongoing operational responsibility. The solution must protect a hybrid environment spanning approximately 47 virtualized servers, 8 bare metal Windows servers, 6 virtual hosts with 27 terabytes of block storage, and 95 terabytes of cloud-hosted storage, including Microsoft SQL Server, PostgreSQL, and SaaS applications such as Microsoft 365. Core requirements include immutable backup storage, off-site cloud replication, and recovery capabilities with RTOs and RPOs measured in minutes. Minimum 90-day retention is mandatory; six months desired. Compliance with HIPAA, ISO 27001, and NIST Special Publication 800-53 is required.

Minimum qualifications demand production-released backup platforms with established government-sector install bases, successful deployment of similar solutions for at least three government clients within the past five years, SOC 2 Type II certification for cloud components, and FedRAMP authorization or StateRAMP equivalency for cloud services.

The contract term is three years with two optional one-year renewal periods for a maximum of five years. Vendors must provide itemized pricing for hardware, software licenses, professional services, and annual maintenance structured to allow total cost of ownership evaluation over five years. Proposals must not exceed 20 pages and are evaluated on technical capability (35%), RTO/RPO performance (20%), implementation approach (20%), vendor qualifications (10%), total cost of ownership (5%), and support/SLAs (10%). Official responses to questions will be posted July 31, 2026.
