About this opportunity
The City of Portland, Oregon is requesting proposals for on-call geotechnical engineering services to support the Spectator Venues Program under RFP #00002741, with proposals due June 11, 2026 at 4:00 p.m. Only one price agreement will be awarded. Addendum 1, posted May 1, 2026, modifies the original RFP requirements; proposers must acknowledge receipt with their submissions.
The scope encompasses subsurface exploration and instrumentation, foundation engineering, engineering geology and hydrogeology, geophysics and seismological studies, landslide investigations, soil improvement, non-destructive pavement testing, laboratory testing of soil and rock, feasibility studies, design options development, geotechnical review services, value engineering, and forensic evaluation and expert testimony. Services will support City-owned spectator facilities including Veterans Memorial Coliseum, Moda Center, Rose Quarter Parking Facilities, Rose Quarter Plaza, and Providence Park. Work is authorized through individual task orders issued during the contract term.
The maximum price agreement amount is $200,000 over the three-year initial term, with individual task orders capped at $75,000 each. The contract includes an option to extend for an additional two years. Compensation is negotiated per task order based on scope, estimated hours, and the consultant's hourly rates, subject to the task order cap. Annual rate increases are limited to the Consumer Price Index for Urban Wage Earners and Clerical Workers for the West Region and permitted only after the one-year anniversary at the City's sole discretion. Reimbursable expenses include pre-approved travel at GSA per diem rates (excluding Portland-area travel), document reproduction, and direct mileage. Subconsultant markup is limited to 5% of total contract value. The City enforces an aspirational goal of 30% minimum utilization of COBID-certified disadvantaged business enterprises, minority business enterprises, women business enterprises, and emerging small businesses. The contract is funded through the Spectator Venues & Visitor Activities Fund.
Successful proposers must be EEO employers, comply with the City's Equal Benefits Program, obtain a Portland business tax registration number, and maintain commercial general liability insurance of $2 million per occurrence and professional liability insurance of $1 million per occurrence with $3 million aggregate. Short list announcement and interviews are anticipated for June 2026, with contract negotiation and work commencement in July 2026. Cost proposals will not be evaluated or requested from unsuccessful proposers; successful proposers must submit detailed billing rates within seven calendar days of Notice of Intent to Negotiate and Award.
