About this opportunity
The Medford Irrigation District (MID) in coordination with the Oregon Department of Transportation (ODOT) is requesting proposals for engineering, design, and construction services to relocate MID irrigation facilities conflicting with ODOT's Griffin Creek Bridge improvement project (K23548-OR238) in Jackson County, Oregon, with proposals due November 9, 2026 at 4:30 p.m. All work must comply strictly with Federal-aid reimbursement requirements under 23 CFR Part 645, Buy America provisions, and the Oregon Utility Relocation Manual.
The scope encompasses preliminary engineering and design, construction management, and construction services to relocate affected irrigation canals, laterals, pipelines, and related facilities. The relocation plan concept specifies that an MID pipeline must move from its current position within 1.5 feet of the wing-wall to a minimum distance of 30 feet from the wing-wall, with an additional minimum 4-foot displacement away from the highway. Proposers must structure cost proposals for preliminary engineering and design as lump-sum or time-and-materials, with construction costs satisfying ODOT's actual-cost basis requirements for force-account work or competitive bidding. Buy America compliance is mandatory for iron and steel materials permanently incorporated into the project; foreign-origin materials are permitted only when their cost does not exceed 0.1 percent of total contract cost or $2,500, whichever is greater. Contractors must provide Certificates of Materials Origin prior to material incorporation and retain manufacturers' certificates for three years after final payment.
The District will retain responsibility for establishing compensable property interests, executing the Utility Construction Agreement with ODOT, and processing reimbursements. Awardee must maintain Commercial General Liability insurance of $2 million per occurrence, Professional Liability of $2 million per claim, and Workers' Compensation at statutory limits, with the District and ODOT named as additional insureds.
Proposals are evaluated on relevant ODOT utility-relocation experience (25 points), technical approach and understanding of reimbursement requirements (25 points), project team qualifications (20 points), project schedule and ability to meet deadlines (15 points), and cost reasonableness (15 points). Questions are due October 23, 2026. ODOT will issue a Notice of Intent to Award on November 20, 2026, with contract execution targeted for December 4, 2026, and relocation work completion by February 15, 2027. ODOT issued a Notice to Proceed for Preliminary Engineering on June 25, 2026, authorizing MID to perform preliminary engineering at actual cost up to $22,680 under 23 CFR 645A and Buy America requirements.
