About this file
This file is a technical drawing sheet (BA02) containing typical cross-sectional details for the K23548 Griffin Creek Bridge improvement project involving the Medford Irrigation District (MID) and the Oregon Department of Transportation (ODOT). The sheet displays standard section profiles and construction details related to the utility relocation work required to move MID irrigation facilities that conflict with the bridge project in Jackson County, Oregon. The project requires relocation of an MID pipeline from its current position within 1.5 feet of the wing-wall to a minimum distance of 30 feet from the wing-wall, with an additional minimum 4-foot displacement away from the highway. Proposals for engineering, design, and construction services are due November 9, 2026 at 4:30 p.m., with a Notice of Intent to Award expected November 20, 2026, contract execution targeted for December 4, 2026, and relocation work completion required by February 15, 2027. Questions regarding the project must be submitted by October 23, 2026.
All work must comply strictly with Federal-aid reimbursement requirements under 23 CFR Part 645 and Buy America provisions, requiring Certificates of Materials Origin for iron and steel materials prior to incorporation and retention of manufacturers' certificates for three years after final payment. Foreign-origin materials are permitted only when their cost does not exceed 0.1 percent of total contract cost or $2,500, whichever is greater. The awardee must maintain Commercial General Liability insurance of $2 million per occurrence, Professional Liability of $2 million per claim, and Workers' Compensation at statutory limits. Evaluation criteria include relevant ODOT utility-relocation experience (25 points), technical approach and understanding of reimbursement requirements (25 points), project team qualifications (20 points), project schedule and ability to meet deadlines (15 points), and cost reasonableness (15 points). ODOT previously issued a Notice to Proceed for Preliminary Engineering on June 25, 2026, authorizing MID to perform preliminary engineering at actual cost up to $22,680.
