About this file

This file is a Final Plans Details Sheet for Project K23548, a utility relocation project involving the Medford Irrigation District (MID) and the Oregon Department of Transportation (ODOT) related to the Griffin Creek Bridge improvement project in Jackson County, Oregon. The project encompasses the relocation of MID irrigation facilities, including canals, laterals, pipelines, and related infrastructure that conflict with ODOT's bridge improvement work. The scope of services includes preliminary engineering and design, construction management, and construction services, with the MID pipeline requiring relocation from its current position within 1.5 feet of the wing-wall to a minimum distance of 30 feet from the wing-wall and an additional minimum 4-foot displacement away from the highway. Proposals were due November 9, 2026 at 4:30 p.m., with questions required by October 23, 2026. ODOT issued a Notice of Intent to Award on November 20, 2026, with contract execution targeted for December 4, 2026 and relocation work completion by February 15, 2027.

Cost proposals must be structured as lump-sum or time-and-materials for preliminary engineering and design, while construction costs must satisfy ODOT's actual-cost basis requirements. Buy America compliance is mandatory for iron and steel materials permanently incorporated into the project, with foreign-origin materials permitted only when their cost does not exceed 0.1 percent of total contract cost or $2,500, whichever is greater. Contractors must provide Certificates of Materials Origin prior to material incorporation and retain manufacturers' certificates for three years after final payment. The awardee must maintain Commercial General Liability insurance of $2 million per occurrence, Professional Liability of $2 million per claim, and Workers' Compensation at statutory limits, with both the District and ODOT named as additional insureds. Proposals are evaluated on ODOT utility-relocation experience (25 points), technical approach and understanding of reimbursement requirements (25 points), project team qualifications (20 points), project schedule and ability to meet deadlines (15 points), and cost reasonableness (15 points). ODOT previously authorized MID to perform preliminary engineering at actual cost up to $22,680 under 23 CFR 645A and Buy America requirements.
