About this file
This is a Notice to Proceed (NTP) for Preliminary Engineering issued by the Oregon Department of Transportation (ODOT) Right of Way Section to the Medford Irrigation District (MID) regarding utility relocation work for two bridge projects: OR42 Middle Fork Coquille River and OR238 Griffin Creek bridges (Key #23548). The NTP, dated June 25, 2026, provides formal authorization for MID to proceed with preliminary engineering and design work to relocate its facilities as part of the overall bridge construction project. MID is responsible for performing the relocation work under the terms of the Utility Construction Agreement. Before construction can commence, MID must submit a detailed relocation package including cost estimates and a competitive contract package to the Utility Coordinator and ODOT for review and approval. Any work completed prior to receipt of a Notice to Proceed with Construction will not be reimbursed.
ODOT will reimburse MID for the preliminary engineering work on an actual cost basis up to $22,680.00, subject to the provisions of 23 CFR 645A and Buy America requirements as outlined in Section 6 of the ODOT Utility Manual. All invoices must reference Key Number 23548 and be submitted to Kirk Bechtel, Regional Utility Specialist, at the White City office. MID's records, along with those of any contractors and subcontractors, are subject to audit by state and federal representatives and must be retained for five years following final payment. The final invoice must be clearly identified as such and comply with all requirements of the Utility Construction Agreement. Questions regarding the project should be directed to Nicole Frankl, State Utility Liaison, at 503-385-6594.
