About this opportunity

The University of Maryland Department of Procurement & Business Services is requesting proposals to manage comprehensive Family Care Services for university employees, covering child care, elder care, special-needs care, and pet services, with proposals due October 31, 2025, and finalist presentations scheduled November 12–14, 2025 (dates to be confirmed per Amendment 002).

No set-aside or MBE participation goal applies. The scope encompasses care provider referral and booking services, backup care administration, personal network backup care reimbursement, counseling and educational outreach, provider credentialing and monitoring, regular childcare discounts, elder care services, and a secure online portal with mobile app. The vendor must integrate electronically with UMD's Workday system for eligibility data feeds, comply with WCAG 2.0 Level A and AA accessibility standards, meet FERPA and HIPAA requirements where applicable, implement NIST SP 800-53 moderate baseline security controls, and maintain cyber liability insurance of $3 million minimum (or $5 million if handling personally identifiable information) and $2 million commercial general liability per occurrence. The vendor must also comply with Section 889 of Public Law 115-232 regarding prohibited telecommunications equipment and maintain business continuity and disaster recovery plans. Service delivery must accommodate approximately 10,500 employees distributed across multiple Maryland zip codes, with geographic concentration in the 20740–20742 area. Program success will be measured through utilization rates, employee satisfaction, service-level performance, claims processing accuracy, and KPI dashboard reporting.

Pricing must be structured on a per-employee-per-year (PEPY) basis over a five-year contract term, with vendors able to propose alternative pricing models. Current subsidized backup care rates are $7/day in-center and $3/hour in-home for employees earning $40,000 or less; $15/day and $6/hour for those above. The current contract extends through March 21, 2026, with contract launch anticipated for March 22, 2026.

Evaluation weighting is 60% mandatory requirements, 30% desired requirements, and 10% past performance and references. The pre-proposal conference was held October 15, 2025. Questions were due October 23, 2025. Economic Benefit to Maryland requirements were changed from mandatory to desired status per Amendment 002. Proposals must be submitted electronically in separate Technical and Financial volumes to a designated Box folder.
