About this file

This is Amendment 002 to RFP_00020842TTR issued by the University of Maryland Department of Procurement & Business Services for comprehensive Family Care Services. The University is seeking a single qualified vendor to manage all aspects of the University-sponsored Family Care Services benefit, providing holistic, accessible, and affordable care options across child, elder, special-needs, and pet services for eligible employees including faculty, staff, contingent II employees, and graduate assistants. The solicitation originally dated October 9, 2025, was amended on October 24, 2025, with key changes including the rescheduling of finalist presentations from November 11-13 to November 12-14 (dates to be confirmed), the addition of a Questions and Answers document addressing 23 substantive inquiries, and the updated utilization data file uploaded to eMMA. The current Family Care Program contract extends through March 21, 2026, with a 30-day termination notice period. The amendment clarifies that Economic Benefit to Maryland requirements were changed from mandatory to desired status and provides detailed guidance on proposal submission requirements, including affidavit execution and signature procedures.

The amendment establishes evaluation criteria weighted at 60% for mandatory requirements, 30% for desired requirements, and 10% for past performance and references. Key vendor deliverables include electronic file feed integration with Workday for eligibility data, compliance with UMD's data security and privacy standards, regular utilization reports, and KPI dashboards. Program success will be measured through utilization rates, employee satisfaction, service-level performance, claims processing accuracy, provider quality standards, and reporting reliability. UMD's current co-pay model maintains salary-based tiers, with subsidized backup care rates of $7/day for in-center care and $3/hour for in-home care for employees earning $40,000 or less, and $15/day and $6/hour respectively for those earning above $40,000. The University emphasizes that specific utilization and financial data from the current program will be provided only to shortlisted vendors, and vendors may propose alternative pricing models if the per-employee-per-year (PEPY) model does not align with their pricing structure.

RFP_00020842TTR_UMD Family Care Services QUESTIONS and ANSWERS:

Question #1 Can you clarify the primary goals for this RFI? Are you focused on increasing utilization, enhancing employee experience, expanding service offerings, or reducing costs?

Answer: The University’s primary goals are to enhance employee satisfaction and access to high-quality, affordable, and reliable family care options. This includes expanding service offerings across child, elder, special-needs, and pet care; strengthening caregiver support and educational resources that enable holistic, individualized care planning; and ensuring comprehensive utilization and performance reporting. While cost efficiency and utilization growth are important considerations, the University’s primary focus remains on program quality, accessibility, and overall impact on employee well-being.

Question #2 How does UMD define program success, and what key metrics will determine vendor performance?

Answer: Program success will be defined by measurable improvements in employee engagement, satisfaction, and access to quality care. Key performance indicators include:

• Utilization rates across care categories

• Employee satisfaction and feedback results

• Service-level performance (e.g., response and booking times)

• Accuracy and timeliness of claims and reimbursements

• Provider quality, credentialing, and compliance standards

• Reliability of reporting and analytics

Vendors will be expected to provide regular utilization reports, KPI dashboards, and annual executive summaries, per the RFP scope.

Question #3 What is the current backup care/caregiving program expiration date and effective termination notice period?

Answer: The current Family Care Program contract is in effect through March 21, 2026, with a

30-day termination notice period.

Question #4 Are there specific integration requirements with UMD’s HRIS, benefits portal, or payroll system?

Answer: Yes. The selected vendor must support electronic file feed integration with Workday, UMD’s HRIS, for eligibility data. The system must also comply with UMD’s data security and privacy standards, as detailed in the Sensitive and Secure Data Addendum and the IT Accessibility Addendum.

Question #5 What are the biggest pain points with the current caregiving benefits that UMD is hoping to address through this evaluation?

Answer: UMD aims to address the following key pain points:

• Affordability of childcare options, including expansion of tuition discounts for UMD faculty and staff to help offset rising costs.

• Priority access to care providers for UMD employees, addressing limited availability of high-quality providers in local areas.

Page | 2

• Gaps in eldercare and special-needs support, to assist employees in navigating complex caregiving needs.

• Variability in user experience and satisfaction with the current program platform and customer support.

• Limited network of providers, particularly for before- and after-school programs and drop-in care, especially for employees residing farther from the College Park area.

• Concerns regarding provider vetting and credentialing processes, with a need to strengthen trust and transparency in provider qualifications.

Question #6 Are there any specific feedback trends from employees that are driving this review?

Answer: Yes. Employee feedback has emphasized the need for:

• Expanded service options (especially for eldercare, same-day drop-in childcare, pet care, and special-needs support).

• Improved affordability and flexible care options.

• More vetted provider options and real-time availability.

• Increased trust in the vetting process and reliability of providers within the program’s network.

• Improved vendor communications through educational materials that clearly explain benefits and resource access, improving member understanding of benefits and allowing members to access information more efficiently.

Overall, employees value the benefit but seek greater scope, flexibility, and convenience.

Question#7 Could you please clarify whether UMD intends to select a single partner or multiple partners as part of this RFP process?

Answer: This will be a single contract award.

Question #8 Will the backup care provider be able to include UMD’s current onsite center in their backup care network?

Answer: No, UMD’s onsite centers cannot accommodate same-day or drop-in care to be included in the backup care network.

Question #9 Beyond price and capabilities, are there any qualitative factors that will be weighed heavily in the final decision?

Answer: Yes. Evaluation will include consideration of:

• Quality, safety, and depth of provider network

• Platform usability and accessibility (web and mobile)

• Experience in higher education or public-sector settings

• Commitment to diversity, equity, inclusion, and social responsibility

• Data reporting and analytic capabilities

• Implementation and transition planning Innovation, reliability, and demonstrated customer support excellence will also be weighed significantly.

Question #12 Is UMD interested in maintaining a co-pay? If so, please confirm amounts for child, family, per hour of in-home. Do you want to maintain co-pays levels based on salary bands?

Answer: Yes, UMD anticipates maintaining a co-pay model based on salary bands for certain services such as backup care to support program affordability and sustainability.

Although this is preferred, vendors may propose alternative co-pay or sliding-scale options, and these will be reviewed for feasibility during evaluation.
