About this opportunity

The Susquehanna Area Regional Airport Authority (SARAA) is seeking proposals to lease Hangar 501 at Capital City Executive Airport in New Cumberland, Pennsylvania, with sealed responses due electronically via PennBid by 5:00 p.m. Eastern on August 28, 2026, and occupancy anticipated to commence October 1, 2026.

The 6,336 square-foot hangar contains three nested T-hangar bays with sliding doors and office/shop spaces at each end, available on an as-is basis with a minimum monthly rent of $3,300 on a triple net (NNN) basis. The lease term is negotiable up to 20 years, with annual rent escalations of 3% beginning in year two, and all respondents must pay annual rent adjustments indexed to the Consumer Price Index. Respondents proposing higher rent or planned facility improvements will have proposals considered favorably. The lessee assumes responsibility for utilities, interior and exterior maintenance, trash removal, snow removal on designated areas, property taxes, capital improvements, hazardous substance compliance, and environmental law compliance.

Evaluation criteria prioritize commercial operations providing public services such as aircraft maintenance, charter, or leasing; followed by storage of non-based aircraft; and storage of based aircraft. Proposed facility improvements, business plans, respondent background, and small business enterprise or disadvantaged business enterprise participation are also weighted in selection. Selection notification is targeted for September 14, 2026, with Board approval scheduled for September 30, 2026.

All respondents must comply with SARAA Airport Minimum Standards (Revision 2, adopted January 25, 2012) and acknowledge review of environmental analyses documenting asbestos-containing materials (three locations identified at 2.3% to 4.9% chrysotile), lead-based paint (one sample exceeding 0.5% threshold), soil contaminants including volatile organic compounds and metals complying with Pennsylvania Department of Environmental Protection standards, and groundwater containing lead exceeding state health standards. The lessee must maintain comprehensive insurance including property, workers' compensation, general liability, aircraft liability, automobile liability, umbrella liability, and pollution legal liability with SARAA named as additional insured and loss payee.

Pre-proposal facility visits are available by contacting Property Manager Arletta Metzger at 717-948-3900 x4633. SARAA reserves the right to accept, reject, negotiate modifications, or request new proposals at its sole discretion.
