About this opportunity

The Town of Purcellville, Virginia, is soliciting proposals under RFP TM-2026-12 for a comprehensive study of the town's debt, infrastructure, utilities, and other significant liability risks, with proposals due November 4, 2026 at 10:00 a.m. through Virginia's eVA system. Eligibility is restricted to qualified public institutions of higher education with at least 15,000 students.

The study will identify and prioritize town needs, recommend how to address them, and may recommend amendments to the Town Charter. It must be conducted in consultation with a chief administrative officer from a Virginia Planning District 8 locality with a population of at least 500,000. Work must be completed by July 1, 2027, with interim milestones set jointly with the town and that officer. Pricing must be all-inclusive and firm, covering labor, materials, equipment, permits, taxes, insurance, overhead, profit, and other necessary costs, with no surcharges unless authorized in writing.

Addendum No. 2 requires general liability coverage of $1 million per occurrence and $2 million general aggregate, a $2 million excess/umbrella policy, $1 million automobile liability, $1 million employers' liability, and statutory workers' compensation under Virginia law. Insurers must carry an A.M. Best rating of A- or better and be licensed in Virginia. The town must be named additional insured on general liability, excess/umbrella, and automobile policies on a primary and noncontributory basis, and certificates are due before work begins. Subcontractors must carry identical requirements, and cancellation notice is 30 days (10 days for non-payment).

Evaluation uses four weighted criteria: qualifications of assigned staff and prior experience (30 percent), study design and methodology with SB 648 compliance (30 percent), cost (30 percent), and references (10 percent). The two or more highest-rated offerors will be interviewed and re-ranked, negotiations begin with the top-ranked offeror, and the town may request best and final offers. Award is contingent upon appropriation by Town Council.

Addendum No. 3 extended the written-question deadline to October 22, 2026, which has passed. Responses are to be issued by addendum by October 28, 2026. The non-mandatory pre-proposal meeting took place October 14, 2026, with representatives from Virginia Tech in attendance.
