About this opportunity
The Governor's Office of Service and Community Engagement (GO-SERVE) has issued a Request for Proposals (RFP CV24-106) to secure a Lead Evaluator for the #CaliforniansForAll College Corps program. The primary objective is to develop and implement a comprehensive evaluation of program outcomes for College Corps Fellows participating in Cohorts 3 and 4 during 2024-2026. The selected contractor will be responsible for creating measurement frameworks, collecting and analyzing data, producing state and campus-level reports, generating dashboard data, and delivering annual evaluation summaries and a final longitudinal study. Proposers must demonstrate at least five years of experience in higher education research, culturally competent evaluation tools, project management, and research communication. The evaluation process will utilize a secondary high-score method, with technical scoring worth up to 100 points and cost evaluation worth up to 50 points. Key dates include a Letter of Commitment deadline of November 27, 2024, written questions due by December 5, 2024, and proposal submissions due by December 20, 2024 at 5:00 PM PST, with an estimated contract start date of February 5, 2025.
The RFP has waived the standard 3% Disabled Veteran Business Enterprise (DVBE) participation requirement, though DVBE incentives of 1-5% scoring points remain available. Similarly, the Small Business (SB) 25% participation requirement has been waived, but SB preferences may still apply. The current incumbent for the evaluation contract is West Ed, which was awarded the 2022-2024 contract for $500,000 and will conclude on December 31, 2024. The new contract will utilize the America Learns platform for data collection and reporting across partner campuses, participating students, and host organizations. The total contract amount is up to $250,000, covering all costs including labor, meetings, reproduction, reports, and miscellaneous items. The contractor will be required to work primarily virtually, with up to three on-site visits to GO-SERVE offices or College Corps campuses during the contract period, involving travel to 3-4 different campuses each contract year.
