About this file

This document contains questions and answers for RFP CV24-106 from California Volunteers (GO-SERVE) regarding the College Corps evaluation contract. The RFP seeks a Lead Evaluator for the #CaliforniansForAll College Corps program for 2024-2026, with services to be performed primarily virtually with some on-site visits required. The proposal deadline has been extended to December 20, 2024 at 5pm Pacific. The contractor will be required to visit GO-SERVE offices or College Corps campuses up to 3 times during the contract period, with travel to 3-4 different campuses each contract year. The evaluation will involve surveys, focus groups, and data analysis using the America Learns platform.

The current incumbent, West Ed, was awarded the 2022-2024 evaluation contract for $500,000, ending December 31, 2024. The evaluation includes working directly with a subset of Fellows, Campuses, and California Volunteers staff to analyze program outcomes across cohorts over time. Current evaluation instruments include entrance/exit surveys, early exit surveys, pulse checks, campus surveys, and focus group procedures. The contractor will have access to the America Learns platform and may modify cost sheets to include additional tasks and job classifications. Seven letters of commitment have been submitted so far, and semi-annual visits within California are considered sufficient for the travel budget.
