About this opportunity
The Oregon Department of Transportation (ODOT) has issued a Request for Proposal (RFP) for Safety Training Services, seeking professional contractors to provide advanced safety training courses for ODOT employees across multiple regions of Oregon, including Marion County and the City of Salem. The training will cover four specific classes: Competent Person Fall Protection and Fall Rescue, Confined Space Entry, Rappelling and Slope Safety, and Scaffold Safety. Contractors must develop and deliver comprehensive training curricula, provide necessary equipment, administer tests, issue completion certificates, and ensure compliance with OSHA, Federal, and State safety requirements. Proposers must have a minimum of 10 years of relevant safety training experience within the last 3 years, with instructors fluent in English. The proposal evaluation will include a technical review and a separate price proposal, with a maximum of 20 points available for pricing. The proposal due date is August 5, 2022, at 3:00 p.m., with the opportunity to submit questions and potential protests prior to that date.
ODOT has established an Aspirational Target of 12% for Certified Small Business participation and requires proposers to submit a Certified Disadvantaged Business Outreach Plan. The plan mandates that proposers describe strategies for soliciting certified minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses for potential subcontracting opportunities. The contract anticipates awarding one or more Price Agreements with an initial term of 5 years and options to renew up to a maximum of 10 years. The collective maximum not-to-exceed amount for all Price Agreements is $250,000. Proposers must complete a Responsibility Inquiry demonstrating financial stability, performance history, and legal compliance. The agency reserves the right to negotiate final pricing and billing rates with the successful proposer and will evaluate each firm's capability to meet all contractual responsibilities before making a final award determination.
