About this file

This is a Notice of Special Procurement issued by the State of Oregon's Department of Administrative Services (DAS) on behalf of the Oregon State Police (OSP) for continuation of analog voice services (POTS) to the OSP Northern and Southern Command Centers located in Salem and Central Point, Oregon. The procurement authorizes the continuation of analog voice services that provide voice feed to dispatch consoles, enabling dispatchers to receive calls from and interact with the public, as well as maintain communication capabilities during digital voice or network outages. OSP anticipates utilizing the contract resulting from this special procurement for up to ten years or until console communications transition away from copper analog voice technology. This notice is not an opportunity to submit a proposal but rather formal notification of the procurement approval. Any affected person may submit a written protest to the State Chief Procurement Officer within seven calendar days of the notice date (March 9, 2022), with protests to be delivered by mail or email to the Oregon Department of Administrative Services.

DAS has contracted with CenturyLink/Lumen for analog voice services for over a decade and has determined, in consultation with the Public Utility Commission, that Lumen is the only direct provider of copper analog voice services in the specified areas. The special procurement was approved under Oregon Revised Statutes 279B.085(5) and 279B.400 and Oregon Administrative Rules 125-247-0287, 125-247-0700, and 137-047-0700, which permit procurement without competitive bidding under specific circumstances. Cort Dokken, Procurement Services Manager, serves as the agency's single point of contact for questions regarding the special procurement. Protests must include a detailed statement of legal and factual grounds, a description of resulting harm to the affected person, and the relief requested, and must clearly reference Special Procurement number S-DASOBO-0002354.
