About this opportunity
The California Department of Industrial Relations (DIR) has issued Request for Proposal (RFP) S24DLSE004 for a Domestic Worker Outreach and Education Program under Labor Code Section 1455, AB 102. The five-year contract seeks a qualified Community Based Organization (CBO) to develop and execute an education and outreach program serving domestic work employers, employees, and residential care workers statewide. Key deliverables include creating an implementation plan, developing outreach materials, conducting ongoing engagement and education, and providing comprehensive program impact assessments. Proposals are due on December 30, 2024, at 4:00 PM, and must be submitted via email to procurement@dir.ca.gov with specific cc recipients. The contractor must be a 501(c)(3) organization with minimum qualifications including five years of experience providing outreach and assistance to domestic workers on wage theft issues, five years of managing similar community partner projects, and three years of experience in adult training delivery and reporting. Evaluation criteria will likely include demonstrated experience, proposed methodology, and organizational capacity.
The RFP includes Disabled Veteran Business Enterprise (DVBE) incentives ranging from 1% to 5% based on participation levels, with potential small business preferences. The total contract budget is $33,250,000.00, with proposals exceeding this amount deemed non-responsive and ineligible for award. There is no identified incumbent contractor for this opportunity, and potential bidders can form collaborative arrangements, though subcontractor changes require prior DIR approval. Payment terms include a 10% withholding until completion of all work and final deliverable approval. The contractor will be required to submit quarterly progress reports, develop reporting tools and surveys, and produce final impact assessment reports. Collaborations with California Workplace Outreach Project (CWOP) awardees are permitted but not mandated, with each contractor's deliverables to be evaluated independently. Prospective bidders are encouraged to carefully review all addendums, particularly Addendum No. 1 and No. 2, which provide critical clarifications and modifications to the original RFP.
