About this opportunity
The Washington State Department of Enterprise Services (DES) is issuing a Request for Proposal for Job Order Contract (JOC) Phase 1 to procure statewide construction and repair services across Washington State. This is a two-phase procurement process seeking experienced contractors to manage small construction and repair projects, with an expected average job size of less than $100,000, throughout the state using the JOC alternative public works procedure. DES intends to award six JOC contracts across three regions, with this particular RFP focused on two Statewide contracts (J26-01 and J26-02). Successful contractors will provide cost estimating, assessment of construction options, scheduling, and project management services for repair, remodeling, and new construction services of public buildings and associated site improvements, with individual work orders capped at $500,000 in pre-tax value. Phase I evaluates written proposals limited to 30 PDF pages and 20MB, submitted electronically by February 27, 2026, at 2:00 PM PT; Phase II includes interviews and sealed bids from the highest-ranked firms, with the apparent successful contractors to be announced March 13, 2026, following a protest period expiring March 23, 2026, and contract execution targeted for March 25, 2026. An informational meeting is scheduled for February 17, 2026. Evaluation criteria include contractor qualifications, bonding capacity of $4,000,000, and Phase II competitive coefficient bids submitted separately for standard working hours (5:30 AM to 6:00 PM, Monday through Friday) and non-standard hours, with the owner anticipating 90% of work during standard hours and 10% during non-standard hours.
All proposers must submit a Diverse Business Inclusion Plan demonstrating strategies to meet aspirational participation goals of 10% Minority-Owned Businesses, 6% Women-Owned Businesses, 5% Veteran-Owned Businesses, and 10% Public Works Small Businesses (or 5% Washington State Law-Defined Small Businesses); proposers submitting zero contribution goals will be deemed non-responsive and rejected, though no minimum participation level is mandated as a condition for award. Contractors must subcontract at least 90% of work to entities other than the prime contractor and maintain master Payment and Performance bonds in the amount of $4,000,000. All work performed is subject to Washington public works laws, prevailing wage requirements, apprenticeship requirements for work orders exceeding $350,000 and 600 single trade hours (requiring 15% apprentice participation), and mandatory reporting in DES's Public Works Diversity Tracking and Management system. Pricing is structured using the RS-Means Master Format 2018 unit price book multiplied by the RS-Means City Cost Index and the contractor's bid coefficient for the applicable region; contractors must include Washington State Sales Tax (WSST) on individual work orders and incorporate Washington State B&O Tax within the coefficient rather than as a direct line item. The initial contract term is two years with a DES option to extend for one additional year, with a guaranteed minimum work order volume of $50,000, a yearly not-to-exceed amount of $6,000,000, a two-year not-to-exceed amount of $12,000,000, and a potential three-year not-to-exceed amount of $18,000,000 if extended.
