About this opportunity
Harris County Office of County Administration is soliciting requests for proposals for ODonnell Consent Decree Educational Video Services, a project to produce five educational videos addressing the misdemeanor court process with topics including Navigating the Courthouse, Your First Appearance and Rights, Understanding Bond Obligations, Case Overview from Start to Finish, and Digital Tools and Resources. The vendor must produce all videos in both English and Spanish with full parity, including professional voiceovers, translated scripts, and recreated on-screen text, along with closed captions and audio descriptions in English and Spanish, plus subtitles in Arabic, Simplified Chinese, and Vietnamese to ensure WCAG 2.1 Level AA ADA compliance. Each video must run one to five minutes, be delivered in 4K cinematography with professional audio mastering in two aspect ratios (16:9 and 9:16), with the vendor responsible for all production aspects including talent recruitment, filming, editing, and asset delivery. The project must be completed within six months of contract execution, with videos designed to improve court appearance rates by providing clear, accessible information to individuals arrested for misdemeanors and their families. Proposals are due by 2:00 P.M. local time in Houston, Texas on February 23, 2026, and must be submitted online through Bonfire or as sealed hard copies to 1111 Fannin, 12th Floor, Houston, TX 77002. Evaluation criteria include Creative Approach and Understanding (30%), Technical Plan and Production Quality (30%), Vendor Experience and Qualifications (20%), Pricing (15%), and Presentations (5%), with vendors required to provide at least three client references from similar projects within the last five years and demonstrate experience recruiting professional, non-union on-screen talent; pricing must be submitted in all-inclusive Excel format covering creative development, scriptwriting, talent recruitment, filming, editing, final delivery, and all associated costs.
Harris County encourages M/WBE participation and expects vendors to make good faith efforts to meet contract award goals for minority- and woman-owned businesses, though no specific set-aside percentages are mandated. Bidders must meet standard compliance requirements including proof of tax clearance with Harris County, completion of Form 1295 disclosing interested parties, certification of non-debarment status, and maintenance of minimum insurance coverage including workers' compensation ($1,000,000), commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), umbrella/excess liability ($1,000,000), and professional/errors and omissions liability ($1,000,000), with Harris County named as additional insured. If the awarded vendor uses subcontractors and the total contract amount exceeds $25,000, a payment bond equal to 100% of the proposal is required within ten days of award. Compensation will be provided monthly on a milestone or progress-payment basis with invoices submitted upon completion of each accepted deliverable, and no services or products may be provided and no invoices will be paid without a purchase order signed by the Harris County Purchasing Agent. No budget range or award value is specified in the solicitation documents; the contract will be awarded on the basis of lowest and best offer in accordance with Texas law, with Harris County reserving the right to request best and final offers upon completion of preliminary evaluation.
