About this opportunity
The Purchasing Cooperative of America (PCA) is soliciting responses for RFP OD-444-26 IT Infrastructure and Related Services on behalf of the City of O'Donnell, Texas and PCA Members on a national, statewide, regional, or local basis. This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with no guaranteed minimum purchase volumes, spanning a five-year term consisting of an initial one-year period with four optional one-year renewal periods at PCA's sole discretion. Vendors must provide comprehensive IT solutions including managed IT services, secure colocation, data protection, business continuity planning, disaster recovery, cloud-based systems, modernized infrastructure, VoIP and unified communications, 24/7/365 support, and enterprise cloud solutions. Proposals will be evaluated on a best value basis using 100 qualification points distributed across five criteria: Products/Services (20 points), Qualification and Experience (20 points), Performance Capability (20 points), References (15 points), and Pricing (25 points), with additional points available for Value Add products/services (7 points) and certifications (3 points) for a maximum of 110 points. Required qualifications include at least two years of relevant company and personnel experience, professional references from public sector customers within the past two years, and compliance with extensive federal, state, and local requirements including cybersecurity standards and debarment certifications. Key deadlines include an optional pre-proposal meeting on April 7, 2026, from 10-11 a.m. CT; questions due by April 28, 2026, at 11 a.m. CT; and proposals due by May 5, 2026, at 11 a.m. CT, with contract award notification anticipated in July 2026.
PCA encourages participation from small and disadvantaged businesses including Historically Underutilized Business (HUB), Minority-Owned and Women-Owned Business Enterprises (MWBE), Veteran-Owned Small Businesses (VOSB), and Small Business Enterprises (SBE) vendors, with HUB companies earning additional evaluation points. No incumbent vendors or current contractors are identified in the solicitation materials provided. Vendors must provide best pricing comparable to governmental, cooperative, or retail customers and may propose catalog pricing, price lists, or online catalog access, with all sales subject to a PCA Administrative Fee of three percent (3%) of gross purchase orders minus pass-through costs, payable within 30 days of receipt of payment from PCA Members. The maximum annual aggregate contract price is established at $100 million per PCA Member per year, subject to increase at contract renewal or upon request. Vendors conducting business in Texas must provide current Texas Franchise Tax Account Status documentation with date verification. Authorized dealers of awarded manufacturers may sell under the resulting contract provided they are listed in the vendor's submittal, and vendors are encouraged to submit responses with products and services they routinely offer to public sector entities that align with the solicitation's intent.
