About this file

This is Addendum No. 2 to RFP 26-06 issued by the Los Angeles Community College District (LACCD) on August 27, 2026, addressing the administration of Health Reimbursement Arrangement (HRA), Flexible Spending Account (FSA), Continuation of Benefits (COBRA), and Assembly Bill 528 programs. The addendum provides clarifications through 48 questions and answers, corrects the contract term to January 1, 2027 through December 31, 2031 (five years), and lists all mandatory exhibits required for proposal submission. Current participant counts include 5,511 HRA participants, 366 FSA Medical participants, 66 FSA Dependent Care participants, 38 participants with both FSA types, 17 active COBRA participants, and 147 active AB 528 (Retiree Billing) participants. The District will supply payroll files and electronic enrollment data conforming to vendor specifications, and vendors are responsible for sending 834 files to benefit vendors under COBRA and AB 528. Proposals must be submitted by September 12, 2026 at 2:00 p.m. Pacific Time, with a mandatory pre-proposal conference held on August 11, 2026. Interviews with top-ranked proposers are scheduled for September 18-19, 2026, with anticipated contract award October 1, 2026 and Board approval December 16, 2026.

The District prefunds FSA and HRA claims monthly on an arrears basis and provides all $1,500 HRA contributions upfront on January 1st of each plan year, with both medical and dependent care FSA allowing rollovers from year to year. LACCD uses SAP as its HRIS system and collects deductions for 10 months with no FSA deductions in July and August. Welcome kits must be printed and mailed in addition to electronic copies, and vendors must provide representation at 10 locations and 4 virtual health fairs annually. Open enrollment occurs between September and October, with eligible reimbursement expenses limited to all 213(d) qualified expenses for the HRA. COBRA is currently billed per notice with zero notices sent in the past twelve months and zero current election window participants. Annual HRA contributions are $1,500 per eligible employee with approximately 5,877 total eligible participants. Proposals must include completed non-collusion affidavits, non-discrimination certificates, confidentiality agreements, acknowledgments of all addenda, exceptions and deviations statements, sample professional services agreements, SLEDV certifications, Levine Act acknowledgments, Russian Economic Sanctions certifications, and verification documents. Proposers must provide cost proposals using the specified Appendix A format with the ability to submit additional detail pages as needed.

WHEREAS, the District is authorized by law to contract for the procurement of professional services and is in need of professional services pursuant to Government Code section 53060 and PP-04-08;

WHEREAS, the Contractor has the necessary training and experience and, if required, is licensed in the State of California to perform the services described herein pursuant to this Agreement; and

WHEREAS, the Parties desire to enter into this Agreement for the purpose of setting forth the terms and conditions upon which the Contractor shall render the services to the District.

NOW, THEREFORE, the Parties agree as follows:

The Contractor shall perform the Services in a competent, professional, and satisfactory manner, in compliance with all ethical, regulatory, or other professional obligations applicable to the Contractor or the Services.

Page 39 of

(b) The Contractor warrants that any goods provided to the District will be merchantable, fit for their intended purposes, free from all defects in materials and workmanship and to the extent not manufactured pursuant to detailed designs furnished by the District, free from defects in design. The District's approval of designs or specifications furnished by the Contractor shall not relieve the Contractor of its warranties. All warranties shall inure to the District, its successors and assigns, and users of the Services for a minimum of twenty-four months from the date of installation of the goods (or, in the case of a Service, from the date of completion of the Service) unless otherwise agreed to by the Parties in writing.

5. TERMINATION OF AGREEMENT. This Agreement shall be for the Term, unless terminated earlier pursuant to the terms hereof.
