About this opportunity

The Town of Simsbury is requesting proposals for MS4 stormwater compliance and industrial stormwater permit services, with proposals due July 14, 2026 at 10:00 a.m. EST.

The scope spans two primary compliance areas: the CT DEEP General Permit for Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4) and Industrial Stormwater General Permits covering four town-owned facilities at 66 Town Forest Road, 76 Hop Brook Road, 36 Drake Hill Road, and 68 Wolcott Road. The selected consultant assumes full ownership of all compliance obligations including sampling, testing, inspections, reporting, and permit development. Key deliverables include preparation of a revised Stormwater Management Plan, updated Illicit Discharge Detection and Elimination (IDDE) program documentation, and other compliance materials required under the new permit terms. The Town will provide operational data and site access. Evaluation criteria include relevant MS4 and industrial stormwater permit compliance experience with Connecticut municipalities, qualifications of key personnel, proposal quality and approach, fee proposals, and familiarity with CT DEEP requirements.

The contract term is anticipated to be three years with an option for up to two additional one-year extensions. The fee proposal must include four separate schedules: a lump-sum or not-to-exceed fee for new permit development (broken out by MS4 transition and industrial stormwater facilities), an annual not-to-exceed fee for recurring MS4 compliance services, an annual not-to-exceed fee for industrial stormwater services (broken out by facility), and hourly billing rates for staff classifications for on-call services. The Town is exempt from Federal Excise Tax and Connecticut Sales and Use Tax, which should not be included.

The contractor must provide comprehensive insurance coverage including workers' compensation, employer's liability of at least $1,000,000, public liability with $1,000,000 limits, automobile liability with $1,000,000 limits, and excess liability insurance of $5,000,000, with the Town named as additional insured and coverage maintained for 24 months after project acceptance. Questions are due July 8, 2026, with responses by July 10. Proposals must be submitted in one hard copy and one flash drive to Amy Meriwether, Director of Finance. Contact Chris Petron, Town of Simsbury Public Works Department, at 860-658-3222 or CPetron@simsbury-ct.gov for additional information.

Opportunity text

The Town of Simsbury is a regulated municipality under the CT DEEP General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4). The Town's current MS4 compliance program is administered by the Public Works Department with support from an environmental consultant. A new MS4 General Permit is anticipated to be issued by CT DEEP, and the Town expects that transitioning to the new permit will require substantial initial effort, including preparation of a revised Stormwater Management Plan, updated Illicit Discharge Detection and Elimination (IDDE) program documentation, and other compliance deliverables as required under the new permit terms.
