About this file

This is Addendum No. 1 to the Town of Simsbury Department of Public Works Request for Proposals for MS4 Stormwater Compliance and Industrial Stormwater Permit Services. The addendum addresses questions submitted by prospective bidders regarding the RFP documents. The contract encompasses two primary compliance areas: the Connecticut Department of Energy and Environmental Protection (CT DEEP) General Permit for Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4) and Industrial Stormwater General Permits covering four town-owned facilities. The selected consultant will assume full ownership of all compliance obligations including sampling, testing, inspections, reporting, and permit development. Key deliverables include preparation of a revised Stormwater Management Plan, updated Illicit Discharge Detection and Elimination (IDDE) program documentation, and other compliance materials required under the new permit terms. The contract term is anticipated to be three years with an option for up to two additional one-year extensions. Responses to bidder questions were due July 8, 2026, with this addendum issued July 10, 2026, and proposals due July 14, 2026.

The RFP requires four separate fee schedules: a lump-sum or not-to-exceed fee for new permit development (broken out by MS4 transition and industrial stormwater facilities), an annual not-to-exceed fee for recurring MS4 compliance services, an annual not-to-exceed fee for industrial stormwater services (broken out by facility), and hourly billing rates for staff classifications for on-call services. Annual escalators for hourly rates are permitted with clear documentation required for the first three years, with future extensions allowing rate adjustments. The Town will cover all permit and reporting fees and will provide GIS mapping of the stormwater system, current Stormwater Pollution Prevention Plans (SWPPPs) for the four facilities, operational data, and site access during normal business hours. Training is to be included in the scope of work as an optional service. Bidders should recommend the quantity of dry and wet weather testing appropriate for the Town's needs based on the 2025 MS4 Annual Report and existing SWPPPs. The Town is exempt from Federal Excise Tax and Connecticut Sales and Use Tax.
