The Town is seeking consultant services to manage compliance with the Connecticut Department of Energy and Environmental Protection (CT DEEP) General Permit for Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4) and Industrial Stormwater General Permits covering four town-owned facilities. The scope includes preparation of a revised Stormwater Management Plan, updated Illicit Discharge Detection and Elimination (IDDE) program documentation, sampling, testing, inspections, reporting, and permit development. Proposals were due July 14, 2026 at 10:00 a.m. EST. Questions were due July 8, 2026, with responses provided by July 10, 2026. The contract term is anticipated to be three years with options for up to two additional one-year extensions.

The Town issued an addendum on July 10, 2026, and added six supporting documents to the solicitation package, including the addendum, the Department of Public Works SWPPP, Simsbury Town Services SWPPP, Simsbury Water Pollution Control Facility SWPPP, Simsbury Parks and Golf SWPPP, and the 2025 MS4 Annual Report. Fee proposals must include separate schedules for lump-sum or not-to-exceed fees for new permit development, annual not-to-exceed fees for recurring MS4 compliance services, annual fees for industrial stormwater services by facility, and hourly billing rates for on-call services. The Town is exempt from Federal Excise Tax and Connecticut Sales and Use Tax. The selected consultant must obtain comprehensive insurance coverage including workers' compensation, employer's liability of $1,000,000, public liability of $1,000,000, automobile liability of $1,000,000, and excess liability insurance of $5,000,000, with the Town named as additional insured for 24 months after project acceptance. Evaluation criteria include relevant MS4 and industrial stormwater permit compliance experience with Connecticut municipalities, qualifications of key personnel, proposal quality, fee proposals, and familiarity with CT DEEP requirements.
