About this opportunity

The Judiciary, State of Hawaii, Second Circuit is soliciting proposals under RFP J28024 for adult substance abuse treatment services for the Maui Drug Court program, with written questions due November 6, 2026 at 2:00 p.m. HST and proposals due December 1, 2026 at 12:00 p.m. HST through HiePRO. Addendum No. 1, issued October 28, 2026, narrows the eligible population to non-violent felony offenders ages 18 and older and extends service coverage to Maui, Molokai, and Lanai. Orientation is November 6, 2026 at 9:00 a.m. HST via Microsoft Teams.

The scope covers three service categories: In-Custody Substance Abuse/Chemical Dependency Services (approximately 90-day programs at Maui Community Correctional Center), In-Community Substance Abuse/Chemical Dependency Services (approximately 15-month programs), and Residential Substance Abuse/Chemical Dependency Services. Applicants may propose the full continuum or individual components, and the Judiciary will evaluate and score proposals separately by service category. The anticipated client population is approximately 60 to 120 clients per state fiscal year. Providers must hold required state licenses and certifications under Hawaii Administrative Rules, maintain accounting systems audited or reviewed by an independent, active Hawaii-licensed CPA, and show at least one year of substance abuse treatment experience and one year of offender services experience. All personnel with client access must clear state and federal fingerprint-based criminal history checks and sex offender registry searches. Residential proposals require site maps and floor plans.

The initial term runs July 1, 2027 through June 30, 2029, with extension up to an aggregate four years through June 30, 2031, subject to appropriation, fund availability, and satisfactory performance. Funding derives from State general funds, with potential federal and public or private grant supplementation, and all funding is contingent on appropriation. Pricing may use Negotiated Unit of Service or Fixed Price methodology, with rates covering 100% of treatment and housing costs, including workbooks and curricula. Monthly invoices must include client-specific information, and providers must maximize third-party reimbursements through Hawaii Quest and Quest Net. A mandatory 0.75% transaction fee applies to awards made through HiePRO.

Evaluation awards up to 100 points: experience and capability (20), project organization and staffing (15), service delivery (55), and financial reasonableness (10). The program overview section carries zero points. Written questions go to Kelly Kimura, Judiciary Contracts & Purchasing Office.
