About this opportunity

The Hawaii Judiciary is requesting proposals for domestic violence intervention services in the Fifth Circuit (Island of Kauai) under RFP J28009, with proposals due November 12, 2026 at 12:00 p.m. Hawaii Standard Time through the Hawaii Electronic Procurement System (HIePRO). An RFP orientation meeting was held October 23, 2026 via Microsoft Teams; the written-question deadline was October 23 at 2:00 p.m. HST, with responses provided by October 29.

The scope encompasses evidence-based, cognitive-behavioral intervention services for adjudicated adult and juvenile offenders; supportive services to children experiencing domestic violence and their families; victim support services; and supervised child visitation and exchanges. Applicants must demonstrate competence in trauma-informed and culturally responsive service delivery and gender-relevant approaches. Experience working with domestic violence populations and documented ability to collaborate with domestic violence coalitions, task forces, criminal justice agencies, the Judiciary, and other state and private-sector organizations are required. Applicants must evidence active participation in such coalitions and task forces.

Pricing is structured as a negotiated annual fixed price based on defined service units: six children/adolescents, 25 families for visitation/exchange services, and 25 adult/juvenile offender clients. Applicants must propose their own funding amounts based on estimated service-delivery costs; specific funding ceilings for fiscal years 2028–2031 are not stated. The initial contract term runs July 1, 2027 through June 30, 2029, with an option to extend for an additional two-year period subject to appropriation and satisfactory performance, for an aggregate term not to exceed four years through June 30, 2031. Probable funding derives from state general funds and federal grants contingent on appropriation and award.

Applicants must submit budgets on required state forms (SPOH-205, SPOH-206A/B, and justification forms), provide a Financial Audit or Financial Statement Review from an independent Hawaii-licensed CPA dated within the last calendar year, and maintain commercial general liability insurance of at least $2 million. All providers must comply with tax clearance, labor law, and business registration requirements. A mandatory 0.75% transaction fee (not to exceed $5,000 for the contract term) applies to all awards through HIePRO.

Opportunity text

Domestic violence intervention services are requested that will provide evidence based, cognitive behavioral intervention services for adjudicated adult and juvenile offenders, services to children who are experiencing domestic violence in their families, and supportive services to victims and children of domestic violence. The overarching goals are for services to enhance victim, child, and community safety while holding offenders accountable for their battering behavior and reducing recidivism. Services should include but not be limited to providing offenders with the knowledge and skills needed to prevent further battering, and to offer alternative cognitive-behavioral skills training that will strengthen their ability to make different behavioral choices and take responsibility for their battering. Experience in working with individuals and/or families involved in domestic violence in gender relevant ways is required. Applicants must evidence the ability to collaborate with other domestic violence agencies including, but limited to, active participation in and with domestic violence coalitions, task forces, criminal justice agencies, the Judiciary, and other relevant state agencies and private sector organizations which are involved in dealing with domestic violence.
