About this opportunity

The State of California Department of Water Resources (DWR) is soliciting bids through RFP I 10216874 for analytical services on water and solids samples during the remodel of DWR's Bryte Chemical Laboratory. This sealed bid procurement requires contractors to provide comprehensive laboratory analytical services to support the department's operations during facility renovation. Bidders must hold a current California Contractors' State License Classification B and comply with all prevailing wage rates as determined by the Department of Industrial Relations, with rates effective as of February 2026. The procurement includes mandatory pre-bid site inspection on April 9, 2026 at 10:00 A.M. at the Porterville Developmental Center, with sealed bids due by 2:00 P.M. on April 22, 2026, and public bid opening scheduled for April 23, 2026 at 10:00 A.M. at 707 Third Street, West Sacramento, California. All bids must be submitted on the enclosed Bid Form and must include Department of Industrial Relations public works registration documentation. Award will be made to the lowest responsible bidder whose bid complies with all requirements within 90 days of bid opening, with a contract time of 364 calendar days from the Notice to Proceed and liquidated damages assessed at $1,800 per day for delays.

The procurement includes mandatory participation requirements and preferences designed to support small and disadvantaged businesses. Contractors must meet mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirements, with failure to meet the required percentage resulting in bid rejection, though an incentive program is available providing bid price reductions of one to five percent for exceeding participation levels (up to $500,000 combined with other preferences). A 5% small business preference is available for certified small businesses, and non-small businesses can receive the same preference by committing to 25% subcontracting to certified small businesses. All bidders must provide bid security equal to 10% for bids exceeding $10,000, as well as performance and payment bonds each equal to 100% of the contract amount. Security clearance is mandatory for all workers due to the facility housing developmental services clients, requiring fingerprint clearance through the California Department of Justice Live Scan process. Contractors must maintain comprehensive insurance coverage including $5,000,000 commercial general liability, $1,000,000 automobile liability, and builders risk coverage, and must comply with prevailing wage rates, Labor Code requirements regarding certified payroll reporting, and construction waste management requirements with 25% diversion goals.
