About this opportunity
Herriman City is issuing a Request for Proposals to procure programming, schematic design, and site test fit services for the reconstruction of an Animal Shelter within the existing Fire Station 103 located at 5916 West Herriman Main Street in Utah. The project involves converting approximately 1,500 square feet of finished interior living space and 2,100 square feet of conditioned garage/warehouse space into a full-function animal shelter capable of supporting animal housing, basic medical care, adoption services, public surrender/retrieval, and employee office operations. Key deliverables include a detailed facility programming report, schematic design, reconfigured site plan with site limitation identification, probable cost estimate, and presentations to City Administration and City Council. The specialized infrastructure requirements include improved sewer, plumbing, and electrical systems, enhanced air filtration and climate controls, alarm and camera systems, sound and odor mitigation, and an animal crematorium. Proposers must submit electronically via the Utah Public Procurement Place (Bonfire) in PDF format not exceeding four pages by May 28, 2026, at 2:00 p.m., with a final clarification deadline of May 21, 2026, at 5:00 p.m. The anticipated Notice of Award is July 6, 2026, with a Notice to Proceed on July 13, 2026, and expected completion of services by January 25, 2027. Evaluation criteria are weighted as follows: Proposed Project Team Organization and Qualifications (25%), Responsiveness and Past Performance (15%), Team Roles and Responsibilities (15%), Proposed Project Schedule (15%), and Cost (30%). Qualified proposers must demonstrate relevant experience through documentation of at least three similar-sized construction or remodel projects, preferably animal shelters or municipal buildings, with verifiable references.
The RFP does not specify set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the procurement documents. No budget range or estimated award value is provided in the available materials. The City retains the discretionary right to select one or more proposers, conduct interviews, and modify evaluation criteria with 24 hours' notice. Additionally, Herriman City reserves the option to continue with the selected proposer for subsequent design development and construction document phases or to solicit an additional RFP for those services. All submitted materials become City property subject to public records disclosure under Utah's Government Record Access Management Act, and any personnel changes after proposal submission or contract award require City approval.
