About this opportunity
Gilmer County Board of Education is requesting proposals for Construction Manager at Risk (CM at Risk) services for the construction of a new performing arts center on the Gilmer High School campus, with proposals due June 15, 2023 at 1:00 PM, and Board approval of the selected CM anticipated for June 22, 2023. A mandatory pre-submittal conference is required prior to submission.
Proposing firms must hold a valid Georgia contractor's license, maintain bonding capacity sufficient for the full project cost, carry current liability insurance with limits of $1,000,000 per occurrence for bodily injury and $2,000,000 per occurrence/$10,000,000 aggregate for property damage, demonstrate a current ratio of at least 1.0, and maintain an Experience Modification Rate of 1.2 or less over the past three years. Firms must also comply with E-Verify requirements and the Georgia Security and Immigration Compliance Act.
The project scope encompasses design and preconstruction management services beginning immediately upon contract execution, followed by construction services from June 2024 through July 2025. The existing facilities will remain occupied during construction, necessitating phased work. The estimated budget is approximately $18 million. Contracts will utilize AIA Document A133 with Owner modifications and AIA Document A201 for General Conditions.
Evaluation uses a two-step process: Step I applies qualification-based evaluation to identify two to five finalist firms; Step II consists of interviews and fee negotiations beginning with the top-ranked firm. Evaluation criteria include firm stability (15%), relevant project experience (20%), suitability to the project (20%), proposed project team qualifications (20%), quality of management plan (15%), and fee proposal evaluation (10%). Fee proposals must include separate breakdowns for preconstruction fees and construction fees with detailed overhead and expense categories. Proposals require submission in nine hard copies and one electronic copy (PDF on CD-ROM), with the fee proposal submitted separately in a sealed envelope to Mr. Thomas Griffith at the Gilmer County School District office.
