About this opportunity
The Oregon Department of Human Services (ODHS) is soliciting proposals for a Mobile Child-Caring Agency (CCA) Program through a Request for Proposal (RFP) seeking multiple contractors to provide supervision and care services for children and young adults ages 5-20 who are in ODHS custody during temporary lodging situations. Contractors must be currently licensed Child-Caring Agencies compliant with specific Oregon Administrative Rules and maintain a 2:1 staff-to-child ratio with staff trained in ODHS-approved crisis intervention systems. The program requires contractors to provide culturally responsive services for children placed in hotels, motels, or inns when safe alternative placements are unavailable. The RFP evaluation will assess proposals across multiple categories, including qualifications and organizational experience (70 points), implementation plan (50 points), continuous learning (10 points), service and supervision (70 points), supporting holistic needs (70 points), reporting (40 points), and budget/cost proposal (130 points), for a maximum possible score of 440 points. Key dates include a Pre-Proposal Conference on January 6, 2026, at 1:05 PM Pacific Time, question submissions due by January 9, 2026, at 5:00 PM Pacific Time, and proposal submissions due by January 23, 2026, at 3:00 PM Pacific Time, with a Notice of Award anticipated around February 27, 2026.
The RFP includes a Certified Disadvantaged Business Outreach Plan that encourages participation from Oregon-certified firms, including Disadvantaged Business Enterprise (DBE), Minority-Owned Business (MBE), Woman-Owned Business (WBE), Service-Disabled Veteran-Owned (SDV), and Emerging Small Business (ESB) certifications. Proposers must complete a Responsibility Inquiry demonstrating financial capability, past contract performance, and legal compliance, including possession of a Pay Equity Certificate for companies with 50+ full-time employees on contracts exceeding $500,000. The initial contract term is two years with potential renewals up to a cumulative six years. Contractors will be reimbursed for lodging costs at actual rates up to daily GSA maximums for Oregon, with additional mileage reimbursement for assignments beyond a 50-mile radius. While ODHS may award multiple contracts, they make no guarantee regarding the number of client referrals to each contractor. The sample contract indicates maximum compensation will be negotiated based on the RFP scope and proposer responses, with comprehensive insurance requirements including $1,000,000 per occurrence liability coverage across multiple categories.
