About this file
This is an Addendum 2 Notice of Intent to Award issued by the Oregon Department of Human Services (ODHS) for RFP S-10000-00015419 concerning Mobile Child-Caring Agency (CCA) Services. The RFP sought contractors to provide supervision and care services for children and young adults ages 5-20 in ODHS custody during temporary lodging situations. The evaluation committee completed its assessment of proposals based on criteria including organizational qualifications and experience (70 points), implementation plan (50 points), continuous learning (10 points), service and supervision (70 points), supporting holistic needs (70 points), reporting (40 points), and budget/cost proposal (130 points), for a maximum possible score of 440 points. The original proposal submission deadline was January 23, 2026, at 3:00 PM Pacific Time, with a Notice of Award anticipated around February 27, 2026. The initial contract term is two years with potential renewals up to a cumulative six years.
ODHS has notified all parties of its intent to award the contract to Skezics Corporation DBA Right Direction Corp., a Corporation of Utah, contingent upon resolution of any protests and successful contract negotiations. Protests must be submitted to the State Procurement and Contracting (SPC) office no later than 5:00 PM Pacific Time on Wednesday, March 11, 2026, which is seven calendar days from the posting of this addendum in OregonBuys. Contractors must be currently licensed Child-Caring Agencies compliant with Oregon Administrative Rules, maintain a 2:1 staff-to-child ratio with ODHS-approved crisis intervention training, and provide culturally responsive services. Reimbursement includes actual lodging costs up to daily GSA maximums for Oregon and mileage reimbursement for assignments beyond a 50-mile radius. ODHS reserves the right to award multiple contracts with no guarantee regarding the number of client referrals to each contractor, and comprehensive insurance requirements include $1,000,000 per occurrence liability coverage.
