About this file
This is a pre-proposal conference recording for the Oregon Department of Human Services (ODHS) Mobile Child-Caring Agency (CCA) Program Request for Proposal. The RFP seeks multiple contractors to provide supervision and care services for children and young adults ages 5-20 in ODHS custody during temporary lodging situations. Contractors must be currently licensed Child-Caring Agencies compliant with Oregon Administrative Rules, maintain a 2:1 staff-to-child ratio, and provide culturally responsive services in hotel, motel, or inn settings when safe alternative placements are unavailable. The pre-proposal conference was held on January 6, 2026, at 1:05 PM Pacific Time, with questions due by January 9, 2026, at 5:00 PM Pacific Time. Proposal submissions are due by January 23, 2026, at 3:00 PM Pacific Time, with a Notice of Award anticipated around February 27, 2026. The initial contract term is two years with potential renewals up to a cumulative six years.
RFP evaluation will assess proposals across seven categories totaling 440 maximum points: qualifications and organizational experience (70 points), implementation plan (50 points), continuous learning (10 points), service and supervision (70 points), supporting holistic needs (70 points), reporting (40 points), and budget/cost proposal (130 points). Contractors will be reimbursed for lodging costs at actual rates up to daily GSA maximums for Oregon, with additional mileage reimbursement for assignments beyond a 50-mile radius. The RFP encourages participation from Oregon-certified Disadvantaged Business Enterprise (DBE), Minority-Owned Business (MBE), Woman-Owned Business (WBE), Service-Disabled Veteran-Owned (SDV), and Emerging Small Business (ESB) firms. Proposers must complete a Responsibility Inquiry demonstrating financial capability, past contract performance, and legal compliance, including a Pay Equity Certificate for companies with 50 or more full-time employees on contracts exceeding $500,000. Comprehensive insurance requirements include $1,000,000 per occurrence liability coverage across multiple categories. While ODHS may award multiple contracts, they make no guarantee regarding the number of client referrals to each contractor, and maximum compensation will be negotiated based on RFP scope and proposer responses.
