About this opportunity

The Texas Facilities Commission is requesting proposals for a furniture and fixture package for the Access Student Housing Building, Classroom Expansion, and Security Entrance Improvement project at the Texas School for the Deaf, with proposals due September 10, 2026.

A mandatory subcontracting plan is required from all respondents, including those with no subcontractors. Vendors must demonstrate good faith effort to recruit Texas certified VetHUB vendors—notifying at least two VetHUB-certified firms of each subcontracting opportunity, allowing a minimum of seven business days for response, and retaining supporting documentation. Failure to comply with subcontracting plan requirements may result in award denial or vendor debarment. VetHUB status does not determine vendor selection, but vendor selection will not be based on VetHUB status.

The scope includes five bid packages covering residential bedroom and common-area furnishings for the student housing building, classroom furniture and equipment, and security entrance components. Specific items include task chairs, guest chairs, conference chairs, storage cabinets, shelving, desks, tables, outdoor chairs, classroom stools, modular sofas, stacking chairs, counter stools, and high task tables, with detailed material, dimensional, and finish specifications. Bid Package #1 contains 10 line items totaling 110 units; Bid Package #2 contains 5 line items totaling 37 units; Bid Package #3 contains 4 modular sofa line items totaling 13 units; Bid Package #4 contains 6 line items totaling 110 units. Unit pricing is required on an F.O.B. Destination basis, with freight and installation costs—including unpacking, assembly, tools, and disposal—incorporated into unit pricing. All pricing must remain valid through December 31, 2027, with escalation percentages applicable thereafter. Respondents must submit payment and performance bonds and a project management fee. The state claims exemption from sales and city taxes under Texas law.

TFC Standard Terms and Conditions apply, requiring firm pricing for ninety days, comprehensive insurance coverage including $500,000 commercial general liability per occurrence, and compliance with E-Verify, criminal background checks, debarment status verification, and accessibility standards.
