About this opportunity
The City of Long Beach's Department of Financial Management is requesting proposals for the purchase and use of twelve Connect Shelter modular units containing thirty-three single-occupancy units, with proposals due January 15, 2026 at 11:00 a.m. PST under RFP ED-25-613. The deadline has been extended twice (originally September 4, 2025, then November 6, 2025); Addendum 3 confirmed the current January 15 due date and made acknowledgment of all three addenda a submission requirement. A local preference program awards 5 percentage points to proposers maintaining a principal place of business in Long Beach with valid business licenses and seller's permits; an additional 5 percentage points apply to those operating from brick-and-mortar commercial locations.
The scope comprises twelve modular units—nine standard units (approximately 9 feet by 40 feet, containing 3 single-occupancy units each) and three ADA-accessible units (approximately 10 feet by 40 feet, containing 2 ADA-accessible single-occupancy units each)—each single-occupancy unit being approximately 10 feet by 10 feet with private ensuite bathroom and shower. Units include dedicated fire sprinkler systems and HVAC but no kitchens; they are currently wrapped and in storage. The proposer bears full responsibility for transportation via crane, installation including excavation and utility trenching, and ongoing operations. Additional site infrastructure—decking, parking, fencing, lighting, landscaping, wayfinding, and communal space—is the proposer's responsibility.
The City's original 2022 cost estimate for the project totals approximately $4.566 million ($2.372 million for site work, $2.194 million for installation) and may vary by plus or minus 25 percent or more. This estimate reflects prevailing wage and municipal compliance; non-profit operators may realize lower costs. Proposers must demonstrate financial feasibility and proof of funding with no City financial support. Required insurance includes $2 million commercial general liability per occurrence, $4 million aggregate, and workers' compensation coverage.
Evaluation criteria are organizational capacity and experience (25%), method of approach (25%), communications and reporting (20%), and reasonableness of cost (30%). The City prefers a single award but remains open to multiple awardees. Proposals must address interim housing for people experiencing homelessness or alternative uses; the City will evaluate all qualified proposals. Contract execution is contingent on successful negotiation and City Council or City Manager approval. Proposers must comply with the Equal Benefits Ordinance (Long Beach Municipal Code 2.73) if the contract value reaches $100,000 or more. An optional pre-proposal meeting was held August 13, 2025; questions are no longer accepted. Asset tours are available with nine business days' notice.
