About this file

Summary

This is an Addendum No. 1 to Request for Proposal (RFP) No. ED-25-613 issued by the City of Long Beach, Department of Financial Management, for the purchase and use of Connect Shelter modular units. The City is seeking proposals from qualified organizations to purchase and use twelve (12) modular Connect Shelters units, which provide a total of thirty-three (33) single-occupancy units. The units consist of nine standard modulars (approximately 9 ft by 40 ft, each containing 3 single-occupancy units) and three ADA-accessible modulars (approximately 10 ft by 40 ft, each containing 2 ADA-accessible single-occupancy units). Each single-occupancy unit is approximately 10 ft by 10 ft with a private ensuite bathroom and shower. The units are designed to be connected to utilities including power, water, and sewage and contain a dedicated fire sprinkler system but do not include a kitchen, as they were designed as temporary housing. The units are currently wrapped and in storage. Asset tours are available upon request with nine business days' notice. The original RFP deadline was September 4, 2025 at 11:00 AM PST; however, Addendum No. 1 extends this deadline to October 7, 2025 at 11:00 AM PST. The optional pre-proposal meeting was held on August 13, 2025. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposal, or they may be disqualified. After evaluation is complete, the City will post a Notice of Intent to Award, and assuming no protests are received, will enter into contract negotiations before final contract execution.

The City's original cost estimate for the project, prepared in 2022 for a specific site, is attached and totals approximately $4.566 million, comprising $2.372 million for site work and $2.194 million for modular unit installation. This estimate includes public agency requirements such as prevailing wage and government code compliance, and the unit costs reflect the actual cost for setting the modulars onsite rather than the purchase price of the units themselves. The estimate may vary by plus or minus 25 percent or more and does not include unforeseen conditions or economic fluctuations. The City notes that non-profits and other entities not bound by the same municipal standards may incur lower costs. While the City's preference is for these units to address homelessness, the City will evaluate all proposals based on the established evaluation criteria, and interested parties whose intended purpose would not address homelessness may still submit proposals. Proposers are responsible for all costs associated with unit delivery, installation using cranes, and site preparation including excavation of stem wall foundations and trenching for utility connections. Additional infrastructure not included in the purchase, such as decking, site amenities (parking, fencing, lighting, landscaping, wayfinding), supportive services facilities, and communal open space, would be the proposer's responsibility. All inquiries should be submitted via email to rfppurchasing@longbeach.gov, and proposals must be submitted electronically through www.LongBeachBuys.com.

NOTICE TO PROPOSERS

ADDENDUM NO. 1: Q&A

RFP No. ED-25-613 Connect Shelters for Purchase and Use

This addendum changes and supersedes the language in the original RFP. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.25 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The City would like to provide the following updates:

• RFP deadline extended to 11:00 AM 10/07/25.

• Optional pre-proposal meeting slide deck attached.

• Original rough order magnitude (ROM) cost estimate attached.

The questions and answers are as follows:

1. Q: When you developed the project did you figure out how much it would cost?

A: Yes, but note that the City’s cost includes public agency requirements like prevailing wage, government code requirements, etc. The estimated cost the City was expecting to incur may be lower for other entities such as non-profits who may not be held to the same standards as a municipal entity.

2. Q: Are you able to provide as estimate on what it would cost?

A: Original ROM cost estimate attached. Note that this estimate is from 2022 and was prepared for a specific site. Also note that the unit cost is not the cost to purchase the units, it is the actual cost for setting the modulars onsite.

3. Q: We are interested but our intended purpose would not address homelessness.

Should we still submit a proposal?

Addendum No. 1 RFP PW-25-536

A: Yes. It is the City’s preference that these units be repurposed to tackle homelessness, but the City will evaluate all proposals based on the evaluation criteria.

4. Q: Is it possible to tour the assets?

A: Yes. However, because the units are stored offsite by a third party, the City needs nine business days’ notice in order to have the units available for inspection.

5. Q: If we submit a bid in response to the above-mentioned Request for Proposal (RFP) and our bid is selected, are we legally obligated to purchase the "tiny homes"?

A: Generally speaking, after the evaluation is complete, the City will post a Notice of Intent to Award, publicly stating who the City intends to award the contract to.

Assuming no protests are received, the City will then enter into any contract negotiations, if applicable, before a contract is executed by all parties.

Connect Shelter Units (ED-25-613) Optional Pre-Proposal Meeting

August 13, 2025

The City of Long Beach is seeking proposals from qualified organizations to purchase and use twelve (12) modular Connect

Shelters units, providing a total of thirty-three (33) single-occupancy units, preferably for use consistent with the City’s intended use as interim housing for people experiencing homelessness.

The Opportunity

• The City of Long Beach contracted with Connect Homes to design and manufacture modular shelter units to be used for temporary housing for people experiencing homelessness.

• These units were successfully designed and manufactured, and are currently wrapped and in storage

• Due to extenuating circumstances, the project was discontinued, and the City is seeking to sell the completed units

• The 12 modular units provide a total of 33 single occupancy units

Background

• Nine (9) Standard Modulars (approx. 9 ft by 40 ft), each containing 3 single occupancy units

• Three (3) ADA-accessible Modulars (approx.

10 ft by 40 ft), each containing 2 ADA-accessible single occupancy units

• Each single occupancy unit is roughly 10 ft by 10 ft, with a private ensuite bathroom and shower.

• Units are designed to be connected to utilities, including power, water, and sewage, and contain a dedicated fire sprinkler system

• The units do not contain a kitchen, as they were designed as temporary housing
