About this opportunity
The City of Amsterdam, New York is seeking an independent environmental services firm to serve as a Project Monitor for a multi-site demolition project involving 23 unsafe, vacant buildings in the city's East End and Market Hill neighborhoods. The primary scope includes comprehensive air monitoring and asbestos regulatory compliance to ensure adherence to EPA, New York State, and local government regulations. The selected firm will be responsible for conducting air monitoring according to specific federal standards (29 CFR 1926.1101, 40 CFR 763) and New York State Industrial Code Rule 56, and will need to prepare and update Department of Labor (DOL) variances as required. Proposal evaluation will be based on a 100-point scoring system, with 30 points for qualifications, 20 points for demolition project experience, 20 points for availability, and 30 points for cost. The Request for Proposals (RFP) was posted on July 2, 2025, with proposals due by July 24, 2025 at 12:00 PM, and the contract term is set for 6 months. The project is funded through a Community Development Block Grant from the New York State Housing Trust Fund Corporation's Office of Community Renewal.
There are no specific set-aside designations for this contract, with 0% goals for minority-owned, women-owned, service-disabled veteran-owned, or disadvantaged businesses. However, woman-owned and minority-owned businesses are encouraged to submit proposals. Two previous contractors have been identified as having completed similar work: Ambient Environmental and Spectrum Environmental. The RFP indicates that the contract may be used for related work within 36 months, though future work is not guaranteed. While no specific budget range is explicitly stated, the project involves comprehensive environmental monitoring across multiple sites, suggesting a potentially significant contract value. The selected firm will operate under a professional services contract and will not become an employee of the city. The project requires compliance with an extensive list of federal and state regulations, including OSHA standards, EPA requirements, and various New York State industrial codes, indicating the need for a highly qualified and experienced environmental monitoring firm.
