About this opportunity
Jordan School District is requesting proposals for an English Language Proficiency Assessment Solution for Multilingual Learners under RFP 27BV13P5, with proposals due October 8, 2026 at 3:00 p.m. MDT and questions due October 1, 2026. A mandatory signed Student Data Privacy Agreement and Public Contract Boycott Restrictions Statement (Utah Code 63G-27) are required to be responsive.
The scope is a web-based formative and benchmark assessment solution that supplements the district's existing Curriculum Associates Ellevation Platform and assesses Listening, Speaking, Reading, and Writing across grades K–12 for approximately 6,462 multilingual students and 1,231 Newcomers at varying English proficiency levels. The solution must securely exchange student-level assessment data with JSD's Ellevation environment and support benchmarking, progress monitoring, and instructional decision-making. Offerors must confirm Ellevation Platform data interoperability with at least one reference K–12 client and confirm availability for a virtual product demonstration on October 14, 2026.
The contract term is a single five-year term with implementation required by November 23, 2026. Pricing must be firm fixed-price for the entire five-year period, submitted on tiered per-student rates for four enrollment bands (0–3,000; 3,001–5,000; 5,001–7,000; 7,001+). JSD will evaluate cost using an enrollment assumption of 4,130 students at the 3,001–5,000 tier; actual charges are based on JSD's actual annual enrollment. All implementation, platform integration, training, support, maintenance, and third-party products must be included in pricing with no separate charges permitted.
Evaluation uses a four-stage process: Stage 1 (Pass/Fail) determines responsiveness and mandatory minimum requirements; Stage 2 evaluates technical proposals for 600 points with a minimum 480-point threshold; Stage 3 evaluates virtual product demonstrations for 100 points; Stage 4 evaluates cost proposals for 300 points, for a maximum 1,000 points. Board approval is anticipated October 27, 2026. JSD Standard Terms and Conditions apply, including payment net 30 days, one-year minimum warranty, insurance requirements ($2 million general liability, $1 million auto, $5 million umbrella), and four-year record retention.
