About this opportunity
South Jordan City is soliciting proposals under an RFP for construction services to repair and replace walls throughout the city, with proposals due November 19, 2026 through Bonfire, the State of Utah's procurement portal. The source names no set-aside or local-vendor preference. Eligibility turns on experience: contractors must demonstrate a minimum of ten years of general construction experience and five years of pre-cast wall and wrought iron fence installation, with documentation required from companies younger than those thresholds. Contractors must also submit at least five references and five completed projects from the last five years, including at least one wrought iron fence installation. Required insurance is Commercial General Liability of $2 million per occurrence and $4 million aggregate, naming the City as additional insured.
The work covers five schedules. Schedule A, the base bid, installs 720 linear feet of wrought iron fencing on 1300 West. Schedules B and C, also base bids, install pre-cast walls totaling approximately 1,515 linear feet at 3200 West and 9800 South, after removing existing fencing. Schedules D and E are alternatives pending budget availability: a 725-foot block wall matching existing conditions on 9800 South and approximately 1,490 linear feet of pre-cast wall on 1300 West. All work requires landscape and surface restoration, coordination with property owners and agencies, waste disposal, and compliance with APWA and City standards. Each bid requires a bid security of at least 5 percent of the total bid amount, and the contractor must provide Utah-licensed performance and payment bonds equal to the contract price.
The anticipated Notice to Proceed is November 23, 2026, with 180 calendar days to complete. The one-year warranty begins upon owner certification of completion. Liquidated damages are $1,000 per day for late completion and $500 per day for punch list delays. Retainage of up to 5 percent applies at the owner's discretion. Evaluation weights are 30 percent for qualifications, staff, and references; 30 percent for work plan and schedule; and 40 percent for cost. Questions must be submitted through Bonfire's Q&A function by the posted deadline, and proposals remain valid for 90 days after opening.
