About this opportunity
Mountain Education Center in Cleveland, Georgia is requesting proposals for Construction Professional services on a new freestanding 11,000 square-foot pre-engineered metal building with masonry infill and veneer in Habersham County, with proposals due June 30, 2026 at 3:00 p.m. A mandatory pre-submittal conference is required; failure to attend results in automatic disqualification.
Respondents must hold a current Georgia contractor's license, demonstrate bonding capacity for project cost, maintain liability and pollution insurance with specified limits, achieve a current ratio of 1.0 or higher, and show a Worker's Compensation Experience Modification Rate of 1.2 or less. No history of termination for cause on public works contracts is required. Compliance with Georgia's Security and Immigration Compliance Act and E-Verify requirements is mandatory.
The project will be delivered via Construction Manager at Risk (CM at Risk) methodology, with the CP working collaboratively with a Design Professional throughout preconstruction and construction phases. The preliminary Stated Cost of Limitation is $4 million, with construction costs estimated between $3 million and $4 million. The contract structure is Actual Cost plus Fixed or Percentage Fee not to exceed the Guaranteed Maximum Price, with all savings under the GMP returned to the Owner.
Evaluation criteria are weighted as follows: firm stability (15%), relevant project experience and qualifications (20%), suitability to the project (20%), proposed project team qualifications (20%), quality of management plan (15%), and fee proposal evaluation (10%). The selection process is two-step: qualification-based screening followed by interviews of two to five finalists. Written questions are due June 19, 2026. Evaluation concludes by July 8, 2026, with finalist interviews scheduled July 9–13 and board recommendation on July 15. Construction bidding is anticipated to be advertised in fall 2026 with project completion targeted for summer 2027. Proposals must include five hard copies and one electronic copy, with separate sealed fee proposals for preconstruction and construction phases using provided forms with detailed overhead cost breakdowns.
