About this opportunity
The City of Medford is conducting a Request for Proposals (RFP) for the Regional Water Reclamation Facility (RWRF) Upgrade Project, seeking a Construction Manager/General Contractor (CM/GC) to perform comprehensive facility improvements. The project involves replacing multiple facility components, including grit removal equipment, primary clarifiers, effluent piping, aeration basins, blower buildings, secondary clarifiers, pumps, filters, and electrical systems. Two shortlisted respondents (Slayden-MWH and Sundt) are invited to submit detailed proposals, with submissions due on January 23, 2025, at 4:00 PM PST. The evaluation criteria will assess proposals based on qualifications and experience (45%), approach to work (45%), and contractor's fee (10%). The project is expected to span approximately 5 years, beginning in April 2025, with roughly 2 years of preconstruction services and 3 years of construction services. Potential bidders must submit proposals following specific guidelines outlined in the RFP, with the last addendum to be issued no later than January 1, 2025, and interviews scheduled for shortlisted respondents on February 13, 2025.
The procurement includes specific set-aside requirements and participation goals, notably establishing workforce representation targets of 2.4% for minority and 6.9% for female workers across construction trades. The project will be funded through a combination of sources, including a Water Infrastructure Finance and Innovation Act (WIFIA) federal loan providing 49% of project funding, with a total estimated project cost of $240 million. Contractors must comply with various federal requirements, including Disadvantaged Business Enterprise (DBE) participation, Build America Buy America (BABA) provisions, Davis-Bacon Act regulations, and American Iron and Steel (AIS) requirements. The project mandates compliance with equal employment opportunity regulations and requires detailed documentation for subcontracts exceeding $10,000. Specific federal funding sources introduce additional compliance layers, such as restrictions on telecommunications equipment and requirements for worker protections. Potential respondents must demonstrate tax law compliance and maintain good standing with state and local tax regulations as part of the procurement process.
