About this opportunity

The City of Santa Fe Youth and Family Services Division in collaboration with the Children and Youth Commission is issuing a Request for Proposals (RFP) for a three-year grant cycle to support nonprofit organizations delivering services to children and youth ages birth to twenty-one. The procurement seeks proposals addressing three priority funding areas: Education and Career Readiness; Youth Physical and Mental Health and Well-Being; and Support Services for Youth at Higher Risk. Qualified offerors must develop comprehensive program proposals that include clearly articulated purpose, goals, and objectives; detailed budgets with direct administrative costs not exceeding 30 percent (or 12 percent if using a fiscal agent); proposed timelines; strategies for meeting community needs and addressing identified risks; demonstrated agency experience and staff capacity; data collection and evaluation methodologies; and evidence of meaningful collaboration with other community partners. The evaluation process allocates points across seven criteria: purpose, goals, and objectives (30 points); budget (15 points); proposed timeline (5 points); meeting needs and addressing risks (15 points); agency experience and staff capacity (10 points); data collection and evaluation (15 points); and collaboration (10 points), with additional consideration given for multilingual staff capabilities and local preferences. Key dates include a non-mandatory pre-proposal meeting on March 17, 2026, at 3:00 p.m. via Microsoft Teams; a written questions deadline of March 20, 2026, with responses provided by March 24, 2026; proposal submission deadline of April 10, 2026, at 3:00 p.m.; finalist selection on April 17, 2026; a Clarification/Approvals Phase on April 22, 2026; Best and Final Offers on April 24, 2026; contract finalization by April 30, 2026; and final contract award on July 1, 2026, with the resulting three-year contract term running from July 1, 2026, through June 30, 2029.

Eligible applicants are strictly limited to nonprofit organizations holding current 501(c)(3) tax-exempt status under the Internal Revenue Code or applicants whose programs are covered by a qualifying fiscal agent meeting the same requirements, with no set-asides identified for disadvantaged enterprises. Prospective offerors must be registered as City of Santa Fe vendors prior to proposal submission, maintain professional liability insurance at the time of contract execution, and comply with New Mexico workers' compensation laws and requirements. Services must be delivered within Santa Fe, New Mexico, and organizations must commit to biannual reporting and may be required to participate in training and technical assistance opportunities, with potential site visits conducted by City staff, commission members, or consultants. Funding derives from a percentage of the City's share of state gross receipts tax (GRT) and is subject to annual fluctuations; award amounts are capped at $100,000 per year with a maximum total of $300,000 over the three-year funding cycle, and a minimum annual floor of $45,000 is established. All funding is provided on a reimbursement basis and is intended primarily for direct services to the community rather than administrative overhead.
