About this opportunity
The City of Portland, Oregon is requesting proposals for the Ceasefire Community Response Program and Community Violence Intervention under RFP No. 00002731, with proposals due April 28, 2026 at 5:00 p.m. Pacific Time (extended from April 20 due to electronic procurement system failure; alternative submission available under BuySpeed solicitation 00002740). Respondents may apply to one or more of five service categories — Adult Intensive Case Management (ICM), Youth ICM, Hospital Based Violence Intervention Programming (HVIP), Cognitive Behavioral Therapy (CBT), Workforce Development Services, and Technical Assistance — each submitted as a separate application with dedicated budget and staffing model.
The program targets individuals at highest risk of gun violence involvement through intensive case management, credible messenger outreach, crisis intervention, de-escalation, and service connections. For ICM services, proposers must allocate a minimum of 80 percent of total contract budget to personnel costs and staff full-time with at least one Program Manager, one Administrative staff person, and frontline Intensive Case Managers or Community Violence Intervention Specialists (at least 80 percent full-time). All other staffing models must demonstrate sufficient capacity for reliable service delivery. All selected providers must utilize the City's designated data system (Apricot or equivalent), participate in regular coordination meetings, and submit timely reports and invoices. Proposals are limited to 20 pages (excluding pricing, required attachments, resumes, workplans, and standard reports) in 11- or 12-point font. Evaluation criteria emphasize alignment with the Ceasefire Gun Violence Reduction Strategy, organizational experience and capacity, proposed approach strength, and collaboration and outcome-delivery ability. Priority considerations include experience serving communities disproportionately affected by gun violence, ability to hire from target communities, cultural competency, and established relationships with high-risk populations. The contract term is one year with potential renewal options for up to four additional one-year periods contingent on satisfactory performance and continued funding. Funding depends on City of Portland adoption of the Fiscal Year 2026-2027 budget. Pricing proposals will be requested only from the top-ranked consultant(s) following initial evaluation. Questions must be submitted at least seven calendar days before the original March 25 deadline; contact Destinee Strickland, Procurement Specialist, at 503-865-6155.
