About this opportunity

The Oregon State Police, through the Department of Administrative Services Procurement Services, is soliciting proposals for building system commissioning services for the new design-build Springfield Area Command & Central Region Headquarters facility located at 3620 Gateway Street, Springfield, Oregon. This is an architectural and engineering (A&E) related services procurement requiring a qualified commissioning agent to provide comprehensive design phase, construction phase, building envelope, and closeout phase services for the approximately 17,176 square-foot facility. The commissioning services will ensure all building systems—including HVAC, electrical, emergency power, renewable energy, lighting controls, fire life safety, data communications, security access, plumbing, laboratory systems, and building envelope systems—are designed, installed, tested, and capable of performing in conformance with the Owner's Project Requirements. Required qualifications include possession of a current Professional Engineer (PE) license or certification by the Building Commissioning Association or AABC Commissioning Group, demonstrated design-build team commissioning experience, and a minimum of three references within the last five years for similar facilities with budgets exceeding $30 million. Highly desirable qualifications include Certified Commissioning Authority (CxA) designation, knowledge of secure facilities requiring Criminal Justice Information System (CJIS) clearance, familiarity with Oregon SEED and GET requirements, and knowledge of NISTIR 7941 and OSSC Occupancy Category IV standards. Evaluation criteria include cover letter (10 points), proposer experience and key personnel (40 points), understanding of requested services (30 points), required forms (pass/fail), price proposal (20 points maximum), and interviews/presentations (50 points maximum if conducted). Proposals must be submitted through the OregonBuys electronic procurement system by May 4, 2026, at 2:00 PM Pacific Standard Time, with the project anticipated to be effective by Spring 2026 and terminating two years after construction final completion, currently projected for January 2029.

There are no specific set-aside designations for disadvantaged enterprises in this procurement; however, proposers must complete a Certified Disadvantaged Business Outreach Plan (Attachment D) documenting any subcontracting relationships with Oregon-certified firms including disadvantaged business enterprises (DBE), minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB), though this information is not scored in the evaluation. The design-build contractor team consists of Andersen Construction of Oregon partnering with FFA Architecture + Interiors and McClaren, Wilson, Lawrie Architects, and the selected commissioning agent must remain independent of these design and construction teams. The project must comply with Oregon's SEED Program (Energy Efficiency Design) requirements, 1.5% Green Energy Technology standards, Oregon Resilience Plan criteria for critical government facilities, NISTIR 7941 forensic laboratory design standards, and domestic preference requirements for steel, iron, and manufactured products. The selected proposer must maintain Professional Liability Insurance of $2,000,000 per claim and $2,000,000 aggregate, Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Excess/Umbrella insurance of $5,000,000. The project has a target Guaranteed Maximum Price (GMP) of $15,200,000 and is funded through State of Oregon Article XI bond proceeds administered under ORS 286A.824, with contract compensation structured as a fixed price for primary services, contingency services upon owner authorization, and reimbursable expenses for travel and general costs.
