About this opportunity

The Massachusetts Bay Transit Authority is requesting proposals for security system enhancement at Quincy Adams Station parking garage, with bids due July 29, 2026 at 2:00 p.m. Eastern Time and a virtual public bid opening at 2:30 p.m. the same day. This is a fixed-scope infrastructure project with a 38-day completion timeline and mandatory prevailing-wage compliance under Massachusetts Department of Labor Standards.

The scope encompasses procurement and installation of six Axis P4707-PLVE dual-sensor IP video cameras (three pendant-mounted on the east side, three wall-mounted on the west side), a hardened Extreme ISW-24W-4X security network switch, approximately 2,000 linear feet of outdoor-rated CAT6 cabling and 475 linear feet of rigid steel conduit with core-drilling and firestopping, six 1TB SD memory cards, Genetec camera and device licensing for one year, system testing and configuration, as-built documentation, operator training, and bucket truck rental for elevated installation. All work must comply with the Massachusetts Electrical Code, National Electrical Code, NFPA 130, and TIA standards. Work is performed at Quincy Adams Station, Burgin Parkway and Centre Street, Quincy, Massachusetts, during regular business hours Monday through Friday with site access coordinated through MBTA's Knack request system.

The contractor must submit a bid breakdown across five line items: Equipment (lump sum), Labor (hourly rate), Project Management/Administration (lump sum), Miscellaneous Materials (per unit), and a mandatory $5,000 contingency. Responses must remain valid for 120 calendar days. A bid deposit equal to 5% of total bid amount, performance and payment bonds at 50%, and proof of insurance meeting MBTA minimum requirements (Commercial General Liability $1 million per occurrence / $1 million aggregate, Automobile Liability $1 million combined single limit, Workers' Compensation with Employer's Liability $1 million per accident, Umbrella Liability $5 million per occurrence and aggregate) are required within three business days of conditional notice of award. The RFP encourages participation of certified small, minority, and women-owned businesses as subcontractors but does not impose a participation goal or set-aside. Estimated contract execution and service start are September 1, 2026. Questions are due July 13, 2026 at 2:00 p.m., with answers published by July 17 at 2:00 p.m. The MBTA reserves the right to award to one or multiple bidders and may negotiate with the lowest responsive and responsible bidder under Massachusetts General Laws Chapter 30, Section 39M.
