About this opportunity

Ventura County is seeking a single vendor to provide comprehensive Incarcerated Person Communications and Correctional Tablet services for three county jail locations: Todd Road Jail, Pre-Trial Detention Facility, and East Valley Jail. The Request for Proposal (RFP 6227) aims to procure an integrated communication system that facilitates audio, video, and written communication between incarcerated individuals and their friends and families. Key deliverables include a telephone system, video visitation system, and tablet program with features such as messaging, educational content, legal research, and entertainment services. The county emphasizes the importance of incarcerated person safety, requiring robust security features, investigative tools, and voice biometric technology. A mandatory pre-proposal conference and facility walkthrough is scheduled for October 10, 2025, with proposals due by October 21, 2025, and an anticipated contract award in November 2025. The contract term is five years with two potential one-year renewals, with a planned implementation date of February 3, 2026.

The RFP does not specify explicit set-aside designations or restrictions on respondent types. The selected vendor must integrate with existing county systems, including Justice Management Systems (VCIJIS, ATIMS), a Health System (CorEMR), an unspecified Commissary system, and an Analytics system (PEREGRINE). The financial structure requires the contractor to pay the greater of a Minimum Monthly Guarantee or a variable commission structure, which includes 28.5% of phone revenue and a negotiable percentage from video visitation, messaging, and entertainment services. While specific award values are not explicitly stated, the contract includes detailed financial considerations such as service rates for remote video visitation ($0.20 per minute), streaming tablet content ($0.05 per minute), text messaging ($0.10 per message), and email/photo services ($0.50 per message). The county will evaluate vendors based on reputation, technology quality, financial offer to the Incarcerated Person Welfare Fund, safety features, and availability of education and rehabilitation tools.
