About this opportunity
The Georgia Department of Transportation (GDOT) is seeking qualified firms to provide Right of Way (ROW) Turnkey Acquisition Services for two specific projects (PI 0007692 and 0020052) along SR 92 from E Paulding Middle School to Old Burnt Hickory Road. The comprehensive procurement covers multiple service categories including Right of Way Project Management, Preliminary ROW Cost Estimation, Pre-Acquisition, Acquisition, Negotiate through Closing, Valuation Services, and Relocation Assistance. The project involves a total of 246 parcels, with 156 parcels and 4 displacements in Paulding County and 90 parcels with 12 displacements in Cobb/Paulding Counties. Proposing teams must be pre-qualified in specific disciplines from GDOT's Right of Way Services Prequalification list, with restrictions on the number of disciplines each team member can perform. The evaluation criteria will assess Staffing Plan (300 points), Schedule Adherence (300 points), Management Approach (100 points), and Cost Evaluation (300 points). The RFP was posted on November 27, 2024, with proposals due by December 20, 2024, at 5:00 PM, and the project has a targeted right of way authorization timeline of 30 months from the Notice to Proceed.
The procurement has established a 10% Disadvantaged Business Enterprise (DBE) goal, despite the project not being federally funded. No team member can perform more than two disciplines, with some exceptions for Relocation Negotiation Agents who may perform up to three services, and specific restrictions on Relocation Benefit Package Preparers. The contract will be structured as an Open Agency Contract with no minimum or maximum guaranteed amounts, and unit prices must remain firm throughout the contract term. Payment terms are net 30 days from acceptance of undisputed invoices, and the initial contract term is one year with potential annual renewals at GDOT's discretion. Contractors must maintain various insurance coverages, including workers' compensation, commercial general liability ($1M per occurrence), and commercial business automobile liability ($1M combined single limit). While specific total contract value is not explicitly stated, the comprehensive nature of services and the number of parcels suggest a substantial procurement opportunity for qualified right of way acquisition firms.
