About this file

This is a Questions and Answers document from the Georgia Department of Transportation (GDOT) regarding eRFQ 48400-DOT0003153 for Right of Way Turnkey Acquisition Services for PI 0007692 and 0020052. The projects require right of way turnkey services with a 30-month timeline from Notice to Proceed to Right of Way Authorization for both PI numbers. A property owners' meeting will be required, and the letting date for both projects is October 2027. The RFP submission deadline has been extended to December 20, 2024, following concerns about the initial posting timing and NIGP code classification.

The RFP requires separate fee sheets for each PI number, with PI 0007692 having 156 parcels and PI 0020052 having 90 parcels. A 10% DBE goal is required despite no federal funding. Team members must be pre-qualified in specific disciplines from GDOT's Right of Way Services Prequalification list, with limitations on the number of disciplines each team member can perform. The document clarifies that no team member can perform more than two disciplines, except Relocation Negotiation Agents who may perform up to three services, and Relocation Benefit Package Preparers cannot perform Relocation Negotiation Agent services.

13 The RFP was posted on the Georgia Procurement Registry mid-afternoon on 11/27/24 under the NIGP code 94615 – Appraisal Services, Real Estate. This code did not push the advertisement to several Right of Way firms because Right of Way Acquisition services use the NIGP code 96866 – Right of Way Services including Title, Relocation, Condemnation, Negotiations, etc.

Given that the posting occurred during a holiday week and the RFP was not pushed out by independent bid services until November 29, would GDOT consider extending the due date to December 20 to allow us time to contact sub-consultants and collect their qualifications and fees?

Yes.

14 Can the Right of Way Project Manager also serve as the Acquisition Manager?

Per the RFP, “Team members must be chosen from the Department’s Right of Way Services Prequalification list and be pre-qualified in the specific disciplines listed above as of the date of your submission. No Team member shall perform more than two (2) of the above disciplines on this contract except the Relocation Negotiation Agent(s), who may perform two (2) other services of the above for a total of up to three (3) services. Additionally, Relocation Benefit Package Preparer(s) cannot perform the services of a Relocation Negotiation Agent(s).”

15 On the last page of the pricing sheet (pg. 25 of the RFP) there is a project total requested for each PI number however the preceding sheets (pg. 20-24) are not labeled with a PI number. This is probably most important for the pre-acquisition services since that pricing is dependent on project

For the Exhibit II – Menu of Services, there will be a separate sheet for each PI.

Answers size. Page 13 of the RFP identifies a preliminary number of parcels and the project sizes are different enough to warrant a different pre-acquisition price for each project. Ideally, the pre-acquisition section should be separated into two and listed twice and labeled for each PI number. Could that be provided as an addendum or how would you like us to provide the pre-acquisition pricing breakdown for each PI number?
