About this opportunity

The Commonwealth of Kentucky, Department for Facilities and Support Services, Division of Engineering and Contract Administration is seeking design/build services for a Photovoltaic and Lighting Upgrade Project at the Carrollton Readiness Center (1828 Highway 227, Carrollton, Kentucky 41008) located in Carroll County. The procurement requires installation of a grid-tied roof-mounted photovoltaic system capable of producing a minimum of 41,800 kWh annually; replacement of seven exterior luminaires (four high-intensity discharge and three incandescent) with LED replacements using no more than half the wattage at specified color temperatures with photo/motion sensors; and LED replacement or retrofit of all interior luminaires including twenty hi-bay fixtures in the drill hall, nine fixtures in cold storage, and 118 fixtures in office areas. Successful proposers must be design-builders with a licensed Kentucky design professional responsible for sealed and signed design documents, and must obtain all necessary permitting, electrical inspection approvals, and regulatory clearances from the Department of Housing, Buildings and Construction. Proposals will be evaluated on technical qualifications and past performance (50 points maximum) and Guaranteed Maximum Price criteria (50 points maximum), with separate consideration of price per kW AC rating. The pre-proposal meeting was held August 29, 2018, at 10:30 AM; proposals were due September 12, 2018, at 3:00 PM Eastern Daylight Time; the Design/Build Selection Committee met September 17, 2018; Notice of Intent to Award was issued September 18, 2018; contract execution deadline was September 24, 2018; substantial completion is required by February 21, 2019 (150 calendar days); and final completion by March 23, 2019 (30 calendar days after substantial completion).

The procurement does not identify set-aside designations or restrictions limiting responses to specific organization types based on disadvantaged enterprise status. Proposers must submit a response security bid bond of five percent of the Guaranteed Maximum Price and furnish performance and payment bonds equal to 100 percent of the contract sum upon award, along with commercial general liability insurance of $1,000,000 combined single limit, automobile liability of $500,000, and workers' compensation insurance as required by Kentucky law. The design-builder shall be responsible for all permitting fees, electrical inspection fees, geotechnical services, and obtaining regulatory approvals. Liquidated damages of $1,000 per day apply for delay in substantial completion and $500 per day for delay in final completion. The design/build budget has a maximum not-to-exceed amount of $165,000, with any proposal exceeding this amount subject to disqualification. No incumbent vendors or current contractors are identified in the procurement documents, and the project must integrate with existing facility infrastructure including the roof structure, existing electrical systems, and interior lighting configurations as reflected in the electrical floor plans and architectural drawings provided.
